00:00 In Rift Valley alone, your excellency, about 1 million people use alcohol and other forms
00:08 of drugs, over 1 million.
00:11 And actually those who need rehabilitation are about 400,000.
00:17 That's a very large number.
00:19 So what this place can only take is a very small portion of that, but we are very grateful,
00:27 Governor, you have all these other beds that can be used.
00:31 And I know while you are attending to your county, this could also be a resource to the
00:36 neighboring counties that they can use this facility.
00:40 Our efforts to combat drugs and substance abuse have been, have borne fruits as they
00:46 are exposed on my screening initiative conducted across the various regions in Konoin.
00:58 We identified 37 young men ready for rehabilitation in Sotik.
01:05 There were 56 who have agreed.
01:08 We have Chepalungu, 72; Bomet East, 41; Bomet Central, 41.
01:17 These numbers, these numbers, those who they speak of the volume of the people or the density
01:27 of the problem we are having.
01:29 I understand 22% prevalence of abuse of drugs.
01:39 That is very bad.
01:42 And if we don't do something, this very county, my dear Governor, we will have a big problem.
01:50 But I believe that now with this facility here and other efforts we are making in community
01:57 rehabilitation, things are going to change.
