00:00 The guidelines for the new peace talks are now in order following the signing of the joint statement of the Government and National Democratic Front of the Philippines, ONDFP.
00:09 We have first news, Sen. Chino Gaston and Ian Cruz.
00:12 After this joint statement, we can finally end up with the final peace agreement.
00:21 We are open to having the work of both sides to continue and bear fruit.
00:31 There is no hope yet, but both sides are looking for hope.
00:35 Is the end of the longest running communist insurgency in the world coming?
00:41 And the remaining leading armed conflict in the country?
00:44 After the agreement of the Government and the MNLF in 1996 and the MILF in 2014.
00:51 The guidelines for the new peace talks are still in order through the Government and the CPP-NPA-NDF.
00:57 But the joint communique of the Government and NDF officials, according to the Presidential Advisor on the Peace Process, is already in good shape.
01:05 They are so kind to us and very accommodating.
01:09 We finally sense that this is the perfect timing to really open up a new beginning, set an end with the armed conflict with the CPP-NPA.
01:20 While the guidelines are not yet in place, the Government will start consulting the stakeholders.
01:25 And while there are no formal peace talks,
01:27 we will continue doing focused military operations against the New People's Army.
01:33 So that it's clear, so that you won't say that it's peace talks again.
01:40 We will back down again.
01:42 These are exploratory talks. There are no formal peace talks yet.
01:48 According to the AFP, the NPA has several major guerrilla fronts in Visayas and the NPA has less than 2,000 members in the country.
01:57 For now, the NTF-ELCAC projects and the localized peace talks are still ongoing.
02:02 The government was left behind when the Duterte administration stopped the talks with the officials of the Communist Party,
02:10 which was based in the Netherlands in 2019.
02:13 Although the legal front of the party, the National Democratic Front of the Philippines, or NDFP, was the first to announce development.
02:21 The Communist Party of the Philippines itself announced its acceptance of the announcement of the NDFP and the government.
02:28 The support and trust of the NDFP negotiators for the peace talks is also the same.
02:34 This is the first step in implementing long-term peace in the country.
02:38 The peace that is expected, together with the prayers of the participants in the 48th National Prayer Breakfast.
02:47 That should be welcomed by all.
02:49 So if we can resume this peace talks and we hope it's going to be fruitful, that's one way of promoting peace in our country.
02:59 According to our Chief Justice and now Executive Secretary Lucas Bersamin, this is more than just peace talks.
03:05 This is a process that will probably bring more effective peace because this was a mutually agreed upon communication to the people of the Philippines and to the world
03:23 that both parties now want to end the hostilities.
03:28 There is no time frame but he believes that the new process will be completed soon.
03:33 Maybe sooner than a few months. It all depends on how things pan out.
03:39 As part of the request of the CPP-NPA-NDF, the return of the terrorist designation to them.
03:46 Anibal Samin, Chairman of the Anti-Terrorism Council, has a law for this.
03:51 I cannot just say that we will lift that or we will remove that and the process includes some gathering of evidence.
04:03 It's like a hearing.
04:04 It is very feasible if there is a view on the part of the members of the Anti-Terrorism Council that the organizations or people who have been declared or who have been qualified as terrorists under the law
04:29 have shown sufficient compliance with the requirements that are put in place.
04:36 Senator Ronald Bato de la Rosa has also insisted that the PNP Anti-Cybercrime Group is spreading and asking for a recruitment video for the New People's Army
04:45 that was shown by the National Youth Commission in a Senate Committee hearing.
04:49 We are trying to get the people in the video to get a statement.
04:54 This is the first news. Ian Cruz.
