02:17 The first thing they can do is to report it to the driver or the conductor.

02:27 If they see it, they can report it immediately.
02:31 This is a crime against the citizens' rights. The RA 11313 is a criminal law.

02:43 If the MMDA enforcer sees it, they can report it.
