00:00 In this CCTV footage that was taken in Santo Tomas, Batangas on November 11 this year,
00:11 you can see the waiting of some people for a man.
00:14 When it came, the man tried to pass away, but he was already drowned and was buried in the
00:24 swamp. He was surrounded and forced to be dragged out of the compound. According to the victim, some of the people who were hurt by him were a person with disability or PWD.
00:52 Despite the opportunities and work, some have no hope.
00:58 In the entire workforce of the country, PWD workers are few.
01:07 How can the rights of PWD workers be protected?
01:13 The man in the video was stabbed and injured by the police.
01:29 Mark Clarence Uriano, 21 years old, is recovering from his wounds.
01:39 I saw red eyes. That's when they stabbed me. Now I'm fine.
01:45 I ran because they wanted to hit me.
01:50 Clarence has hemangioma or a hollow in his larynx, so he has a hard time speaking.
01:56 Due to his condition, he is considered a PWD due to speech impairment.
02:01 Although his condition is not that obvious, it also has a big effect on his life.
02:08 I also get hurt when I speak. Sometimes I get bullied.
02:16 He has been working in Batangas as a worker in a poultry farm for a year.
02:23 He says that they only had a little bit of happiness from his colleagues.
02:29 He was very surprised to see men waiting for them in the compound where they were being trained.
02:37 We were out of the compound at 3.30pm.
02:40 When we went home, we were very happy.
02:45 We finished work at 6pm.
02:49 We brought one of our colleagues.
02:52 When we came back, they stabbed me.
03:01 At first, I didn't know the people there.
03:07 I was in the barangay hall before I found out that they were thugs and captains.
03:12 I didn't fight back because if I did, they might stab me again.
03:20 After the incident, they brought their colleague to the barangay hall and made a report.
03:27 After they were treated, they were told that they were being sent to a CISANTE agency and that they needed to go home to Mindoro.
03:36 The HR talked to me.
03:40 The HR told me that they were being asked to leave.
03:48 If we don't leave, the company will be affected.
03:54 That's why we left.
03:57 They told me to apologize and that they will let me die.
04:06 I was just working.
04:08 They did this to me.
04:10 I have no fault.
04:12 What he earns in a month is not only an addition to his family's daily expenses.
04:18 Clarence also saves up to treat his cancer.
04:23 To get the information about the barangay that was involved in the attack on Clarence,
04:28 the reporter's notebook searched the barangay hall of Santa Teresita.
04:32 The barangay chairman confirmed that he saw some of the men in the CCTV footage.
04:39 But he clarified that this happened because Clarence said that he was going to disturb them and that there were two of them.
04:46 They told me that there were three men who were sweeping the trash can and gate.
04:58 I asked why.
04:59 They said that they were drunk and that they didn't want to disturb them.
05:01 But Clarence denied that they were the ones who disturbed them.
05:04 We were just walking and we were hit on the head.
05:10 They said that the attack happened at 1 a.m. and that the captain was sleeping.
05:17 We were out at 3.30 a.m.
05:19 If it's true that there was a complaint against Clarence,
05:23 why didn't they bring him to the barangay?
05:26 Why was he beaten and beaten?
05:29 There were too many people.
05:33 They couldn't stop them.
05:35 There were some who weren't here yet.
05:37 I told them that we were just at the barangay and that we would settle everything.
05:43 According to the captain, they didn't ask Clarence to leave his job.
05:48 We are not warlords here.
05:49 I told them where they were going to work and I talked to them.
05:53 The agency also gave a statement.
05:56 Of course, I cannot blame my colleagues.
06:01 We are the ones who are passing the peace and order.
06:03 But I told them that next time, we will be careful and we will be more patient.
06:10 Clarence is now getting better and he is looking for a new job.
06:14 But he is not a campante that he will be accepted immediately because of his condition.
06:19 Only a few of the PWDs are lucky enough to find a job.
06:25 According to the Labor Force Survey of the Philippine Statistics Authority,
06:29 1.9 million persons with disabilities are in the working age group.
06:34 But only 350,000 or 15% have a job.
06:40 Next to him is 47-year-old Narciso Lomo, a polio survivor.
06:50 He gets ready at 6 in the morning to go to work.
06:59 Because he has a car, he always rides a special trip tricycle to the aluminum production plant.
07:06 Instead of 15 pesos, he needs to pay 50 pesos to get to work.
07:16 Narciso's job is all around here.
07:19 But his colleagues help him so that he can get to work more easily.
07:24 What is your job here? What do you do?
07:26 I am a maintenance of vehicles.
07:29 When there is a fire, I help to repair the vehicles.
07:33 I also help to repair the tricycle.
07:36 I also help to repair the tricycle.
07:39 I also help to repair the tricycle.
07:46 I also help to repair the tricycle.
07:53 You do a lot of things here.
07:55 Yes, I do a lot of things.
07:57 While you are doing this, you are balancing yourself.
08:03 Yes, I need to be able to carry and hold something.
08:08 Yes, I need to be able to carry and hold something.
08:13 I cannot move without being held.
08:16 Narciso's employer complained when he was fired because of his negligence.
08:21 But he earned determination.
08:24 He said that he will take care of Narciso as an employee.
08:28 After work, I accompanied Narciso on his way home.
08:34 [Music]
08:55 When I arrived at their house, I found out why he is so persistent in his work.
09:02 He is the one who is living for his parents and his only son.
09:08 What did they say to you when you applied for a job?
09:14 Instead of interviewing me inside, they just asked me to look at the paper outside.
09:21 We just called them.
09:23 It's like you don't care.
09:25 My boss accepted me. I am very thankful to him.
09:32 He trusted me.
09:34 He gave me a big help.
09:39 Especially when I was not around. He accepted me.
09:44 He wants his children to finish their studies.
09:49 What are you worried about?
09:51 How can I let them finish their studies?
09:55 I will think about their future.
09:59 It's hard.
10:01 So, when I am at work, I will do my best to help them.
10:10 That's what I am thinking about.
10:12 They need me.
10:13 They see me.
10:15 Even if I am like this, I will give my life to help them.
10:19 I don't know what will happen.
10:21 But God gave me a good family.
10:33 Sometimes, a PWD goes viral.
10:47 He had to cross a street while selling ice candies.
10:51 He was found by a reporter's notebook in Caloocan City.
10:59 Albert Lariot was struck in 2017.
11:06 He could not stand or move normally because of this.
11:10 Since then, he has been relying on selling ice candies to earn a living.
11:15 A friend of mine delivered it to me.
11:18 She told my brother that he can sell ice candies.
11:25 He said, "Why don't you sell? You don't have money."
11:29 I said, "I can do it. I am also working here. I am just a seller."
11:34 I am also helping people.
11:37 I am also helping people.
11:39 It's easy to buy.
11:41 But now, he cannot earn a living for a month because he wants to.
11:46 He is building a road outside his house.
11:49 I have zero balance.
11:51 You can see that I am building a road.
11:53 I cannot go out.
11:54 I cannot earn a living.
11:56 The problem for me is the bumpy roads.
11:59 That is the problem because I am a wheelchair user.
12:01 The bumpy roads are my problem.
12:04 For Albert, he wants to earn a better living.
12:09 He has been rejected several times by those he tried to apply to.
12:13 According to the National Council of Disability Affairs,
12:17 PWDs are considered to be in the marginalized sector or the most difficult sector.
12:23 But there are laws to protect their rights.
12:27 We have a law, Republic Act 10524.
12:31 That law prohibits 1% of all government offices,
12:37 all government offices, at least 1%, to employ persons with disabilities.
12:41 In the private sector, at least they are encouraged by 1%.
12:45 Now, why are there still many who do not have a job?
12:49 Number one is eligibility.
12:51 So, technically, they are not able to study.
12:55 Despite the laws that ensure fair opportunities for PWDs,
13:01 they continue to face discrimination and judgment.
13:06 It is in the hands of the government and society to help them live a normal and equal life for everyone.
13:15 I am Mackie Pulido, and this is the Reporter's Notebook.
