00:13 This national value--
00:15 - Ladies and gentlemen, I believe
00:16 that our country's fortunes, to a decisive extent,
00:21 are dependent on how we manage the devolution of national power
00:26 and resources.
00:27 Devolution actually goes to our viability
00:33 as a political community, stability as a nation,
00:37 and sustainability as the collective socioeconomic project
00:41 of the people.
00:43 My support for devolution, therefore,
00:46 anchored on the understanding that the flourishing
00:49 of our grassroots is a precondition
00:52 to national economic transformation
00:54 and that bottom-up sharing of duties and benefits,
00:58 obligations, and rights is the fundamental common denominator
01:03 of both the devolved system of governance
01:06 and our bottom-up economic transformation agenda.
01:09 While devolution is a national value that
01:13 must inspire all our actions, devolved governments
01:17 are the focal points of the devolution project, whose role
01:22 becomes more and more vital as the full implication
01:26 of our constitutional dispensation becomes defined.
01:31 Whether and how we support, respect, uphold, and defend
01:36 devolution matters.
01:39 In the Declaration of the Republic,
01:40 the Constitution describes Kenya as a sovereign republic founded
01:45 on the national values and principle of governance
01:48 referred to in Article 10.
01:51 The first bundle of these values includes sharing and devolution
01:57 of power.
01:58 Article 6 describes our national territory in terms of counties
02:04 and then emphasizes that the national and county
02:07 levels of governments are distinct and interdependent
02:12 and required to conduct their mutual relations
02:16 on the basis of consultation and cooperation.
02:20 This is the philosophical foundation
02:23 of Chapter 11 of the Constitution,
02:25 which sets out the framework of devolved governance
02:29 in greater detail.
