02:34 - This year's summit is held under the theme
02:37 Boosting Africa Digital Economy.
02:39 - With that said, the time for action is now.
02:43 Africa has the opportunity to harness the digital economy
02:47 as a driver for growth and innovation.
02:51 To become tomorrow's innovators, business leaders,
02:55 and entrepreneurs, Africa's youth needs to be empowered
02:59 with digital skills and access to technology and markets
03:04 that are essential in an increasingly
03:06 digitalized global economy.
03:09 As governments, we need to find more quick and effective
03:13 means of delivering services closer to our citizens
03:16 and interacting with our citizens.
03:19 On the other hand, for the businesses,
03:21 you need to utilize the digitally enabled business models
03:24 that we have here today present to connect
03:27 to the hundreds of millions of our customers
03:30 that have been previously out of reach.

03:38 of Smart Africa Board, His Excellency President Paul Kagame,
03:42 and distinguished board members for their leadership
03:45 and commitment to advancing the work of the alliance.

07:03 Remaining behind is not an option anymore for Africa.
07:08 Economic transformation and prosperity
07:15 require mastery of technology.
07:18 Now is the time to build the necessary infrastructure
07:24 and skills in Africa.
07:26 Digital transformation does not mean
07:30 neglecting traditional manufacturing.
07:32 Africa must be competitive in both.
07:39 We are innovators and thinkers.
07:43 We have our own products to sell, or we should have.
07:48 We have our own stories to tell.

09:06 - I think the first thing I want to do
09:07 is to express gratitude to you, Your Excellency,
09:11 President Paul Kagame, the people of Rwanda
09:14 for the warm welcome that we have all received
09:17 here in Kigali.
09:21 We are on a cusp now of a major transformation.
09:25 Unlike the rest of the world,
09:27 we have a young, vibrant, innovative population
09:32 that is brimming with immense potential.
09:34 And we are the new frontier for trade and investment
09:39 with estimates indicating that by 2025,
09:42 business opportunities in Africa
09:44 will be approximately 5.6 trillion US dollars.
09:49 But more importantly, we have evolved platforms
09:53 for driving this collective destiny of our prosperity.
09:57 Our regional economic blocks,
10:01 initiatives such as Smart Africa,
10:05 that are all out there to harness the social
10:07 and economic potential of this great continent.
10:11 And digital technologies bring out great opportunities,
10:17 but we must never forget
10:18 that they also introduce new threats.
10:20 On a continent full of young people,
10:23 we must work together to ensure that technology
10:27 is not used as an enabler for social vices,
10:31 or as a tool to widen all divisions
10:35 that have unfortunately characterized the African narrative,
10:38 such as ethnicity, social class, religion, race,
10:42 amongst other things.
10:44 Instead, access to technology at its most basic level
10:49 must be the bulwark for solving problems
10:52 with new perspectives,
10:54 for creating exciting opportunities
10:56 that empower our youth to determine their future,
11:00 a future that guarantees equality and prosperity for all.
11:05 Your excellencies, therefore,
11:09 the blueprint that we launched today
11:11 is also mindful of other continental aspirations,
11:15 such as the Continental Free Trade Agreement,
11:18 which facilitate the creation of a common digital market.
11:22 And I continue to join you and others to encourage Africa
11:27 to work together towards this end.
11:29 To achieve this goal, however,
11:31 we need to harmonize standards
11:34 and to achieve interoperability in our digital platforms.
11:40 We in Kenya stand ready to partner with all of you
11:44 to share our experiences, learn from each other,
11:47 and to work together in our journey
11:49 towards digital and economic transformation on our continent.
11:53 Your excellencies, ladies and gentlemen,
11:56 in conclusion, I take this opportunity once again

12:07 have invested in developing this quality blueprint.
12:12 And this blueprint should be our guide
12:15 in building a prosperous Africa that we all desire.
