00:50 It has been three years since the unprogrammed funds were raised by the Camera
00:54 but it is not clear who thought the additional funds were.
00:57 Unprogrammed appropriations are considered as expenses that are not covered by the funds.
01:02 Pimentel insisted that unprogrammed appropriations can only be funded if the government's income exceeds the target.
01:09 Pimentel insisted that the Congress should not be the one to initiate the addition.
