00:13 Senate Minority Leader Coco Pimentel will sue the Supreme Court for P450 billion

00:22 that was added by the Camera to the unprogrammed appropriations this 2024.

00:27 He said it is against the Constitution.

00:29 I am talking to a member of the House of Representatives who wants to join me in filing this case.

00:37 The government asked for P281 billion unprogrammed funds

00:42 which was also approved by the Camera and the Senate.

00:44 But when it joined the bicameral conference committee of the Congress,

00:47 it increased to P731 billion.

00:50 It has been three years since the unprogrammed funds were raised by the Camera

00:54 but it is not clear who thought the additional funds were.

00:57 Unprogrammed appropriations are considered as expenses that are not covered by the funds.

01:02 Pimentel insisted that unprogrammed appropriations can only be funded if the government's income exceeds the target.

01:09 Pimentel insisted that the Congress should not be the one to initiate the addition.

01:13 The President must be the one requesting or initiating the budget process.

01:18 Abuse the practice.

01:20 The bad thing is that the practice is unconstitutional.

01:23 So it must be nipped in the bud.

01:25 Albay First District Rep. Edsel Lagman said that the unprogrammed funds are being raised year after year

01:31 to accommodate the partisan and pet projects of lawmakers.

01:35 He said that he thought that the funds are being funded for these projects.

01:39 Pimentel added to the unprogrammed funds...

01:42 Let's look at it. There's Ilocos Norte, Takloban, Albay.

01:58 According to Pimentel, the budget can only be divided by the unconstitutional declaration.

02:12 But Albay's Second District Rep. Joey Salceda said that unprogrammed appropriations are not part of the fiscal program.

02:24 The Budget Department also stated that it's in the Constitution that the funds cannot be issued without a law.

02:31 This means that the Legislature is responsible for the decision on the issue.
