00:00 The charter change in the Senate has been approved.
00:02 The support for the lawmakers has increased.
00:05 The country's economy is in a bad state.
00:07 Let's hope that this will be fulfilled.
00:10 Mela Lesmora in the center of the news.
00:13 We wish to assure the people
00:17 that when reviewing the economic provisions of the Constitution,
00:20 we will be circumspect.
00:24 We are guided by the knowledge that our sovereign is watching
00:28 and that the work we should do represents no interest
00:31 other than the people's interest.
00:33 This is the statement of Senate President Juan Miguel Subiris
00:37 to the public, now also speaking in the Senate,
00:40 about the progress for the charter change.
00:42 Yesterday, the SP Subiris personally issued
00:45 the Resolution of Both Houses No. 6
00:48 that pushes for amendments
00:50 to some economic provisions of the Constitution,
00:53 particularly on the parts that prohibit
00:55 100% foreign ownership of public utility,
00:58 educational institutions, and advertising agencies in the country
01:02 to add "unless otherwise provided by law"
01:06 in the name of the "different management of the Philippine economy."
01:10 This is to avert a constitutional crisis
01:13 between the House of Representatives and the Senate.
01:17 And to make it clear
01:21 that there are no other planned provisions
01:25 or amendments on any other thing
01:27 but purely economic in nature.
01:30 Subiris said that he himself,
01:32 President Ferdinand R. Marquez, Jr.,
01:34 is behind the issue,
01:35 along with several officials of the House of Representatives.
01:37 And here, the President ordered the Senate
01:40 to lead the study on the issue.
01:43 In an online post,
01:44 Senate Committee on Constitutional Amendments Chair
01:47 Robin Hood Padilla
01:49 fully agreed with the statement of the Senate President,
01:52 especially since he has long been supporting the Chacha.
01:55 In a separate statement,
01:56 Senator Wynne Gatchalian clarified
01:58 that they will only discuss purely economic provisions
02:00 of the Constitution
02:03 and will not discuss political aspects.
02:06 In the Senate,
02:07 House Speaker Martin Romualdez
02:11 also expressed support for this new move by the Senate.
02:13 He said that the Senate's resolution
02:16 for the administration's amendment to the Constitution
02:21 is already in the middle of transformative economic growth
02:23 in the Philippines.
02:25 He said that he will not just watch,
02:26 but will also need the proposed amendments
02:30 to open up the economy
02:32 in the name of a more prosperous Philippines.
02:35 Last year,
02:36 the House of Representatives
02:38 passed its own RBH No. 6,
02:40 which is called the Constitutional Convention,
02:43 to improve the Constitution.
02:45 Now, in 2024,
02:47 the House of Representatives promised
02:48 that they will address the Chacha.
02:50 There is a signature campaign
02:52 in my district.
02:54 But I can assure you
02:56 that if someone signs there,
02:58 there will be no country.
03:00 You can go there in my district.
03:02 For House Ways and Means Committee Chair Joey Salceda,
03:05 there is no constitutional crisis
03:07 until now.
03:09 And the developments here today
03:11 are a big thing for the future of the country.
