00:00 The President is now studying the Health Secretary's recommendation

00:05 to suspend the additional 5% contribution to PhilHealth,

00:10 which was approved by Ian Cruz.

00:12 Think about the increase, implementing the increase,

00:20 because it's already implemented, starting January 1.

00:22 The Health Secretary is now waiting for the approval of President Bongbong Marcos

00:26 in his letter recommending to suspend the 5% premium contribution hike

00:31 announced by PhilHealth this Friday.

00:33 All the bills are increasing.

00:35 This is the right time to actually already fill in.

00:39 And I know PhilHealth is healthy.

00:42 We will discuss this in the board meeting.

00:45 The additional contribution to the Universal Health Care Law

00:48 was approved by former President Rodrigo Duterte in 2019.

00:52 But because of the pandemic, Duterte suspended the implementation of the law in 2021.

00:58 And President Marcos suspended it last year

01:02 because of the pandemic's effects.

01:05 Secretary Herbosa and the Chairperson of the PhilHealth Board of Directors

01:10 believe that PhilHealth can no longer increase the contribution.

01:14 I think PhilHealth has enough money to actually continue to give benefits.

01:19 And it will not be hurt by delaying the increase in premium.

01:24 I need to see actual good actuarials on this one.

01:28 So you need to have science-based to do the policy, not just the whim that you will increase.

01:33 When it was suspended, nothing was lost from the benefits.

01:36 It was still given. It increased.

01:38 Because in the Universal Health Care Law,

01:41 the money was transferred by PagCor, PCSO, and Syntax

01:48 to PhilHealth to pay for the benefits of the poor.

01:55 The board of PhilHealth is not open to the media today.

01:58 But before that, Herbosa said that he needs to see actuals

02:03 or the account of experts on how long the PhilHealth fund will last

02:08 for the continuation of this operation and to give benefits.

02:11 That's my stand. My stand is continued suspension of the increase

02:16 until we have the actuarials actually.

02:19 How much suspension do you think for one year, for two years, for a few months?

02:23 That's what I need, actuarials and computation.

02:25 How long it can sustain paying for that.

02:29 Herbosa also doesn't want to increase the contribution by 5%.

02:33 If you suspended it for poor, then the next increase is the one after that.
