00:00 The BBC is a hugely valued institution, but it needs to maintain the trust of the public.
00:05 And what we've heard is that some people think the BBC is biased,
00:09 and some audiences think that their complaints aren't being handled properly.
00:13 So what we're announcing today in the midterm review is an enhancement to impartiality,
00:19 and also greater independent scrutiny of the complaint system.
00:24 We've listened to a number of voices, but also Ofcom has done analysis
00:29 of these issues and listened to the views of audiences.
00:33 And what we found is that trust in impartiality has gone down.
00:38 Whilst people still trust the BBC in terms of accuracy,
00:43 unfortunately the statistics in relation to impartiality have decreased.
