01:03 It isolates and antagonizes those who are unfairly attacked, puts them in a vulnerable position.
01:10 Some of the people whom Ayrin Kan talked to were taught by the National Task Force
01:13 to end local communist armed conflict or NTF Elkac that needs to be broken.
01:18 She also recommended the issue of an executive order that has clear guidelines
01:23 against red tagging and discipline in its implementation.
01:26 The abolition will allow for a more inclusive peacemaking platform or platforms
01:33 with participation of women peacemakers and communities.
01:38 But the National Security Council is insisting.
01:40 The National Task Force Elkac has been the game changer
01:44 in our government's fight against communist terrorism
01:47 because now that we're winning, what signal does it send to the public and to the international community?
01:55 Kan also recommends the violation of anti-terrorism law
01:58 especially its prohibition for warrantless search and arrest that violates human rights.
02:04 The Cyber Crime Prevention Act should also be amended
02:07 because it uses cyber libel to restrict the media.
02:11 Kan is in charge of the protection of human rights defenders and media in the Philippines
02:16 which is one of the most dangerous for the media.
02:19 The Interagency Council on Extralegal Killings does not do enough
02:24 to enforce disappearances, torture and other grave violations to life, liberty and security of persons.
02:30 A modern democracy does not need to criminalize expression.
02:36 Palacio said that this is open to reforms
02:38 even though it is hard to understand the overall situation within 10 days.
02:43 That's why the government and Kan are planning to add more help
02:47 hoping that reforms can be started before he presents his report in June 2025.
