00:20 The Civil Service Commission Chairperson, Carlo Nograles, and the other CSC Commissioners present.
00:28 The National Commission for Culture and Arts Chairperson, Victorino Mapa Manalo.
00:34 The Science and Technology Secretary, Renato U. Solidum, and the other Cabinet Secretaries that are here present today.
00:43 Of course, the most important group here today are our outstanding awardees,
00:51 who are my fellow workers in government and other distinguished guests. Ladies and gentlemen, good afternoon.
00:59 Today, we recognize our fellow civil servants who have honored their oaths of office with remarkable and honest work
01:08 that has made a positive impact on the lives of Filipino people.
01:14 Standing solidly on our nation's bedrock belief that public office is a public trust,
01:21 our 2023 Outstanding Government Workers project the image of an ideal Filipino government worker.
01:28 They did not set out to do things that would earn them praise or to reap rewards.
01:34 Rather, they consistently deliver quality public service, regardless of their position or their pay,
01:41 because it is what they feel is their duty, the duty they owe to the people.
01:47 Our Dangal ng Bayan awardees have proven that they can exercise the highest standards of work,
01:53 even in the face of risks or temptations.
01:56 You are examples of commitment to public interest, professionalism, and responsiveness to the public.
02:02 One of our awardees, Mr. Fernando Viado, became partially deaf because of a work-related incident.
02:10 Nonetheless, he continued to be the best mechanic he could be for the city government of Antipolo.
02:17 When these public servants see opportunities to make a difference in the lives of the people they serve,
02:27 our awardees respond with audacity, turning bold ideas into reality.
02:33 You go the extra mile to provide creative and innovative solutions to emerging challenges,
02:38 such as in the areas of food security, education, social development, climate and disaster resilience,
02:45 science and technology, and financial literacy.
02:49 The CSC Pagasa awardees have made their workplaces and their communities better
02:54 with the projects and programs that you have introduced to address gaps
02:58 and to elevate public service in your respective areas.
03:03 We have a group of awardees that championed authentic honey and honey products,
03:08 operationalized food innovation across the country to boost food technology,
03:13 have helped hundreds of farmers across Central Luzon with the introduction of diversified,
03:19 integrated rice-based farming systems.
03:22 Meanwhile, our Presidential Lingkud Bayan awardees are those who have worked
03:27 and had a nationwide impact in their respective fields.
03:33 And we congratulate our professors, master teachers who make up the majority of the awardees this year,
03:39 as well as our group awardees who battled the COVID-19 pandemic through the strategic use of technology.
03:47 We recognize the accomplishments of the lead contact tracing team from the city government of Baguio,
03:55 Major Benji Magalong is here to join us for these festivities.
04:01 They have introduced an effective and efficient contact tracing system.
04:07 We also have the Land Bank Agent Banking Program Team for introducing branchless banking to promote financial inclusion.
04:15 And as we have mentioned before, the Espas Court Team for helping ease movement during the pandemic.
04:23 In Bagong, Pilipinas, we want to increase their tribe in line with our efforts to build a resilient government
04:31 driven by agile and future-ready civil servants.
04:35 This government will always support efforts that will improve your welfare.
04:40 So let me reiterate the administration's commitment to support and work and enhance your working conditions
04:48 to support professional development in the civil service.
04:53 We also today recognize Apu Wang Od.

05:05 She is one of the few of the remaining Master Mamba Batok from Buscalan.
05:12 In 2018, she was awarded the Dangal ng Haraya Award for Intangible Cultural Heritage
05:19 by the National Commission for Culture and the Arts.
05:23 Today, we continue that recognition and award her the Presidential Medal of Merit.

05:34 Her contributions to the preservation of Philippine traditional arts and practices cannot be overstated.
05:43 We are honoring Apu Wang Od for works that have made her and the country famous,
05:48 for other achievements that make her a Filipina worthy of our respect and of our admiration.
05:56 She is a pioneer in shattering gender stereotypes, venturing into tattooing when it was just a man's exclusive preserve.
06:05 She's a keeper of the oral traditions and a mentor, teaching a new generation of artists,
06:10 thus ensuring that her art form lives on to tell tales of her community's history.
06:17 Her craft and stature as an internationally recognized artist
06:22 raised international awareness of our country's rich cultural heritage.
06:27 As Apu Wang Od's work appealed to diverse cultures and across political divides,
06:33 she becomes an enabler for unity and an example of an idea that binds us all.
06:40 She is truly a national treasure.
06:44 To all our awardees,
06:47 may your achievements inspire our countrymen to bring positive transformation to their own communities.
06:54 Be assured that this government continues to support every initiative
06:59 to further strengthen our research and development environment,
07:03 to enhance the country's quality of education, and to preserve our culture and our heritage.
