Direktur Eksekutif Center of Reform on Economics (CORE) Indonesia, Mohammad Faisal menilai, program makan siang gratis akan berimbas pada anggaran dan pendapatan belanja negara. Faisal menyarankan, pemerintah diharapkan dapat menyesuaikan program makan siang gratis dengan fokus pada kelompok masyarakat yang membutuhkan, seperti masyarakat kurang mampu, atau pelajar di sekolah dasar yang membutuhkan perhatian lebih.
