00:00 The conclusions of a national dialogue recommending the presidential election in Senegal on 2 June,
00:05 two months after the end of President Macky Sall's mandate, were officially given to
00:09 the head of state on Monday, provoking opposition anger.
00:12 It calls for a plea for the organization of the scrutiny before April 2, the expiration
00:17 date of the presidential mandate.
00:18 "President Macky Sall has taken another step in determining a date for the presidential
00:24 election by receiving on Monday, March 4, a report recommending the holding of the
00:27 presidential election on the day of the scrutiny on 2 June, two months after the expiration
00:31 of his mandate, to the great soul of the opposition.
00:33 Senegalese were supposed to go to the polls on February 25.
00:35 But three weeks after the scrutiny, the head of state decreed the postponement of the election,
00:39 invoking the deep dissensions caused by the validation of the candidacies and the risk
00:43 of new violence after the "murderous" one of 2021 and 2023.
00:47 Denounced as a coup d'état constitutionnel by the opposition, this postponement provoked
00:53 a commotion in the opinion and demonstrations that killed four people.
00:57 The Constitutional Council has since dismissed Macky Sall and the country, plunged into uncertainty
01:03 and waiting for a new scrutiny date.
01:05 On Monday, the president officially received the recommendations of a national dialogue
01:11 he organized a week ago to get out of the crisis.
01:13 The almost entire opposition, which claims to agree and write an election before April
01:19 2, had boycotted the meeting.
01:21 The recommendations of this meeting are already known, the election would be held on June 2
01:27 and Macky Sall would remain in office until the investiture of the fifth president of Senegal.
01:31 The head of state, elected in 2012 and re-elected in 2019 but not a candidate in 2024, intends
01:37 to seize the Constitutional Council to gather his opinion on the issues of the date of the
01:41 election and the after April 2, "says the presidency.
01:45 Because the head of state has repeatedly stated that he would leave on April 2.
01:49 The prospect of a resumption of the scrutiny on June 2 and the departure of the president
01:53 on April 2 opens the way to an unprecedented situation and a legal vacuum, the Constitution
01:57 does not foresee this case.
01:59 The opposition calls for an accelerated organization of scrutiny.
02:03 By putting his veto on the report on February 15, the Council had written that the president's
02:08 mandate "cannot be extended" and that the date of the election "cannot be reported
02:12 beyond the duration of the mandate.
02:14 Participants in the national dialogue invoke Article 36 of the Constitution according to which
02:19 the president remains in office until the installation of his successor.
02:23 A collective of 16 opposition candidates pleads for accelerated organization of the
02:27 scrutiny before the expiration of the mandate.
02:30 A Resistance Front, an alliance of political opposition and civil society organization
02:35 has mobilized a few hundred sympathizers on Saturday in Dakar and intends to maintain
02:40 the pressure with meetings announced on Wednesday and Saturday.
02:43 "We want an election before 2, April, with the 19 candidates retained by the Constitutional
02:48 Council and that Senegalese democracy continues to shine," explained Saturday Hassane Camara,
02:53 a 27-year-old trader.
02:55 Another subject of contention, a bill of amnesty on the facts relating to political
03:00 demonstrations between 2021 and 2024, which killed dozens and caused significant
03:05 material damage such as the looting of the University of Dakar.
03:09 The project, initiated by President Macky Sall in a spirit of reconciliation, must now
03:14 be submitted to the National Assembly for adoption, perhaps within seven weeks.
03:19 But it raises a shield in the opposition and does not make unanimity within the presidential
03:24 majority.
03:25 The opposition denounces a denial of justice and sees a maneuver to ensure impunity for
03:30 those responsible for the repression, including government officials.
03:33 In a tribune published on Friday, more than 200 academics qualify the project as an invitation
03:38 to amnesty.
03:39 "Erasing the crimes of the past would come back to dampen the memory of the victims and
03:43 weaken the foundations of the state of law," the signatories write.
03:46 Amnesty International, in a statement published on Monday, sees in the project a "confrontation
03:52 to the families of the victims and a disturbing bonus to impunity."
03:55 The organization requires that investigations be conducted on the use of force by the
03:59 police and security forces during demonstrations.
