02:30 Over the weekend, Vice President Kamala Harris became the first Biden administration official
02:35 to publicly call for Israeli and Hamas forces to lay down arms in the conflict.
02:39 Sparked October 7th when the Palestinian militants launched a killing spree in Israel.
02:44 And given the immense scale of suffering in Gaza, there must be an immediate ceasefire.
02:54 For at least the next six weeks, which is what is currently on the table.
03:04 That deal comes with conditions.
03:06 On Monday, White House officials told reporters that Hamas is still mulling Israel's proposal,
03:11 which includes the release of hostages.
03:13 The administration declined to discuss details of negotiations.
03:16 But this debate over Gaza's fate is very public.
03:19 On Monday, as Harris met with a member of Israel's war cabinet, a small clutch of protesters
03:24 gathered outside the White House to voice their discontent.
03:26 Ceasefire.
03:27 And then, for six weeks, that's not fair.
03:28 Ceasefire, ceasefire.
03:29 Complete ceasefire.
03:30 Maybe just they want to buy time for the election.
03:31 This is not fair.
03:32 It's against the law.
03:33 We don't buy it.
03:46 Analysts say while it's significant that Harris threw her weight behind the critical word,
03:50 her words may also come with conditions.
03:52 But it's also important to take a look at how she qualified it.
03:56 Because the administration for some time has been saying that they're looking for a ceasefire,
04:00 but it's within a specific deal that they want that to take place in.
04:05 If her call is simply a reiteration of that, then the only significance that comes with
04:11 it is the fact that for the first time, a senior administration official has actually
04:17 managed to accurately and appropriately express empathy with victims on both sides of the
04:23 conflict.
04:24 And then there is another question, one the White House itself is asking.
04:29 Will Hamas, which the U.S. has designated as a terror group, take the deal to stop an
04:33 assault that has killed tens of thousands of civilians?
04:37 The demands that have been expressed so far by the administration, which is the release
04:42 of all hostages in return for a six-week ceasefire, I find unlikely to be accepted by Hamas because
04:51 they're essentially giving up all their leverage for only a temporary end in the fighting rather
04:57 than a more permanent state.
04:59 So I think that's going to be a very tricky thing.
