00:00 The Supreme Court's decision is not yet final and executive, prohibiting traffic enforcers from the LGUs of motorists' cars.
00:08 According to the MMDA, traffic enforcers can still do this.
00:13 We have first news from Mark Salazar.
00:16 The MMDA showed the Supreme Court's decision prohibiting traffic enforcers of local governments
00:25 from violating, blocking and confiscating licenses of MMDAs without permission.
00:31 This is in violation of the power of the MMDA to enforce traffic regulations in Metro Manila,
00:38 like the single ticketing system.
00:40 In effect, the earlier decision was reversed,
00:44 which says that we do not have legislative powers.
00:50 So the Supreme Court is saying in this decision that there are, insofar as traffic regulations are concerned.
01:00 Even so, the decision cannot be implemented immediately because it can be appealed.
01:05 That's why for now, local enforcers can still be caught.
01:09 If you are caught by local traffic enforcers,
01:13 let's not lose and argue that the Supreme Court said
01:20 that MMDA and LGUs have different enforcers in controlling traffic on many streets.
01:26 Because of the Supreme Court's order that MMDA will deputize local enforcers,
01:33 will LGUs allow their enforcers to be the boss of MMDA?
01:38 Like that, who will go first?
01:40 Right?
01:41 That's included.
01:43 Deputization, how? Process.
01:46 Right?
01:47 Those things.
01:48 Or how, if they make a mistake, who will resolve the complaints?
01:53 Another thing, in every five enforcers that you can see, only one is in MMDA.
01:59 That's why LGUs are the ones who have the power to enforce traffic laws.
02:03 That's why they did not agree to all of the single ticketing system and only included 20 common violations.
02:11 Because they have their own needs,
02:15 peculiar circumstances,
02:17 that we are allowing them to determine what the regulation should be in their area.
02:25 The relationship of MMDA and LGUs is more complicated
02:29 because the mayors of Metro Manila Council are the ones who are deputizing MMDA.
02:35 In fact, they can destroy the single ticketing system if they want.
02:41 But they will not do that because they have Metro Manila traffic code.
02:46 If they remove that, we will have an anarchy.
