00:00 The MMDA is now urging the government to implement a ban on e-vehicles on national roads.
00:10 Joseph Moro is in the spotlight.
00:12 [Music]
00:14 ... bike lanes there.
00:16 I think you implemented your bike lane program in the city, right?
00:19 We didn't stop you.
00:21 Do we have an objection to that?
00:23 But it's included in the list, right?
00:25 You're forcing the EDSA to close a roadway.
00:31 Imagine how tight the EDSA is.
00:35 In response to the MMDA's consultation,
00:41 the ban on e-trike, e-bike, and tricycles on national roads has been lifted.
00:45 The MMDA is now urging the implementing rules and regulations or IRRs to implement the ban.
00:52 But the group of commuters is asking for the ban to be lifted first.
00:56 Aside from the consultation on the ban,
00:58 the ban is being opposed by the Electric Vehicle Industry Development Act or EVDA law
01:03 that promotes the use of e-vehicles.
01:06 It's really resisting the shift that our current development plans and policies are aiming to see.
01:12 But why are e-bikes and e-trikes being used and said to be unsafe?
01:18 According to the MMDA, e-bikes and e-trikes are being used in accidents.
01:22 The number of accidents tripled in 2019 compared to the number of accidents in a year.
01:26 But the group is still saying that there are more other vehicles.
01:30 They're definitely not as dangerous as MMDA is claiming.
01:34 If you compare it really to the amount of road crashes that are attributed to private four-wheeled cars,
01:40 it's so much more.
01:42 The MMDA is saying that the ban will continue on April 15.
01:45 The resolution of the Department of Interior and Local Government or DILG
01:51 that bans tricycles on national roads is just being implemented.
01:54 It's the 10th time that the ban is being lifted in the entire Metro Manila.
01:57 They're not being banned from going out.
02:01 It's just that there are certain roads that are not really proper.
02:07 Imagine that they're only allowed to run a maximum of 25 kilometers per hour.
02:11 Some of them run at 60-80 kilometers per hour. What if they're not noticed?
02:15 If the ban on light electric vehicles like e-trikes and e-bikes is lifted on April 15,
02:22 whoever will be caught on national roads will be fined P2,500.
02:29 Your vehicles can also be towed or impounded.
02:33 But some e-bike enthusiasts are asking,
02:36 what about national roads that have bike lanes like EDSA?
02:39 It should be treated the same.
02:41 Pedal-assist bicycles only have technology.
02:43 I hope they can issue a follow-up statement or clarification that is categorized well.
02:50 The e-bikes that will be allowed on the bike lane should still be classified as bicycle,
02:56 meaning pedal-assist.
02:58 The MMDA will also consider the group's requests for IRR.
03:04 We can't do anything about that. It's a government policy.
03:07 We need to follow it.
03:09 Avoid the prohibited roads.
03:13 I will still use the minor roads.
03:16 Let's not pay. That's a problem.
03:18 For GMA Integrated News, Joseph Morong,
03:21 for 24 Hours.
