English football moved closer to gaining an independent regulator today, as the Football Governance Bill was introduced before Parliament. The regulator would license clubs in England’s top five tiers, and its primary responsibility would be to safeguard the financial sustainability of the men’s professional game. It would also have the power to resolve the dispute between the Premier League and the English Football League over financial distribution, should the two parties fail to agree a deal.
