00:00 The inflation is so high that everything is expensive.
00:03 The price of daily necessities is rising.
00:05 Even the insurance costs are getting higher.
00:09 Qiu Feidong, a member of the Malujia Municipal Committee of the Qingdong Party,
00:12 said at a press conference today
00:14 that he received many complaints about the high increase in medical insurance costs.
00:18 The insurance company uses medical expenses as a reason for inflation.
00:21 Medical insurance costs are increased every two or three years.
00:24 And the increase is not small,
00:26 even up to 118%.
00:29 He said this is unfair to consumers, especially the elderly.
00:33 Some investors chose to cut their insurance because of the lack of returns.
00:37 Qiu Feidong shared one of the cases.
00:39 A Chinese woman in her 50s complained to him.
00:43 Her insurance costs increased from 3648 RMB to 7968 RMB in three years.
00:52 The monthly insurance costs increased from 304 RMB to 664 RMB,
00:56 which is more than double.
00:58 The insurance company gave the reason
01:00 because the inflation of medical expenses and the increase in the number of compensation
01:04 need to raise the insurance costs.
01:07 She said this woman is a working woman who is about to retire.
01:10 She felt the burden was too heavy and had to cut her insurance.
01:14 Qiu Feidong said that the public's purchase of medical insurance
01:17 not only allows investors to receive treatment in private medical institutions,
01:21 but also helps the government hospital reduce the burden.
01:23 However, the insurance company adjusts the insurance costs to a large extent every two or three years,
01:27 which will cause more and more elderly people to choose to cut their insurance because of the burden,
01:32 and change to the government hospital for treatment.
01:34 In the end, the government hospital that was originally guaranteed
01:38 needs to accommodate more patients,
01:40 which increases the burden of the government medical system.
01:42 Qiu Feidong therefore urged the National Bank and the Ministry of Health to
01:46 formally reduce the cost of large-scale adjustment.
01:49 The National Bank should carefully review the insurance company's costs.
01:54 If the insurance company wants to adjust the medical insurance costs,
01:56 it must obtain the permission of the National Bank before it can launch the market.
02:00 The National Bank is equivalent to the last unit to monitor.
02:03 At the same time, the Ministry of Health also needs to investigate and supervise the costs of private hospitals.
02:07 Qiu Feidong also found that many private hospitals
02:10 have different medical expenses for medical cards and no medical cards.
02:15 He believes that this situation should not occur.
02:17 He had heard that
02:19 a patient was arrested in the ER in a wheelchair using a private hospital,
02:23 and was charged with a wheelchair.
02:26 This is really unacceptable.
02:27 He believes that the insurance and medical expenses are closely related.
02:31 If the two are not improved,
02:33 the related malignant cycle will continue to occur,
02:36 and will not benefit the country's medical system for a long time.
02:39 Qiu Feidong said that he once made a suggestion in Congress
02:42 that medical insurance should implement the NCD system
02:45 without lock-in discounts like a wheelchair,
02:48 so that those who have not made a lock-in discount will enjoy a discount.
02:51 But the authorities are worried that
02:53 this will lead to patients refusing to be treated in order to continue to enjoy discounts.
02:57 Eventually, the disease will become more serious.
03:00 But Qiu Feidong did not agree.
03:02 He said that people are smart consumers.
03:04 Just like a wheelchair,
03:06 if you meet a small problem, you will ask for a medical insurance.
03:08 If it's a big problem, you will ask insurance to bear it.
03:10 He believes that the implementation of the NCD system
03:13 will effectively reduce the lock-in rate of medical insurance
03:16 and reduce the public's spending burden.
