01:44 So, instead of having two lanes for the motorists, only one lane is used.

01:50 And if you turn right, there are still people parked there even though it's prohibited.

01:56 I asked for permission from one of the schools where the traffic is heavier.

02:02 Because we are full. We are just about to enter. We are just picking up.

02:07 Barangay Magallanes is now in agreement with MMDA.

02:11 Given our resources, our personnel is limited.

02:16 We cannot stay there for 24 hours.

02:20 MMDA asked the traffic bureaus of the cities to submit their name of enforcers so they can be deputized.

02:27 But when it comes to the barangay...

02:29 In the barangay, there's no protocol yet as regard to deputizing them so they can issue a ticket.

02:36 But then again, on our part, the development authorities are holding a hold.

02:40 We are constantly operating that area in cooperation also with the local DNP.

02:46 They are also doing their part in their job.

02:50 And also, they do issue filing of tickets.

02:53 Many MMDA officers were illegally parked on the sidewalk of Mel Lopez Boulevard

02:58 when they were doing their clearing operation.

03:01 This couple was forced to stop by MMDA when they were stopped by their tricycle

03:05 because they were living under the influence of the tricycle.

03:07 They even blocked the tow truck so it cannot leave.

03:11 But MMDA still allowed their tricycle.

03:14 MMDA explained...

03:16 Everyone needs to make a living.

03:18 But we always remind them that they should find a way to make a living

03:23 especially in the right place.
