The devastation continues as water levels in a local river spike again.

00:00 Tens of thousands of people across Russia and Kazakhstan remain out of their homes after
00:07 recent flooding. Parts of the Tomsk region of Siberia have been submerged after rivers
00:12 burst their banks. The water has remained on the surface in some areas because the ground
00:17 is frozen.
00:18 Flooding in the border region between the two countries was originally caused by a dam
00:34 burst. It has been worsened by melting snow. In the Kazakh city of Petropavlovsk, locals
00:40 said the authorities were too slow to react.
00:42 "It was possible. I lived here for 76 years, under the mountain, in this place. There was
00:49 no such flood. They could have seen that the water flow was increasing the dam."
01:00 Having hurriedly evacuated people in some villages, rescuers have now been able to return
01:05 for pets. It brings some comfort to locals who don't yet know when they'll be able to
01:10 return to their homes.
