The Transport Ministry (MOT) has clarified that the MySikap and Mainframe contracts for all Road Transport Department's (JPJ) offices were awarded to HeiTech Padu Bhd through open tender.
Minister Anthony Loke told a press conference on Wednesday (April 17) that HeiTech Padu secured the contract based on its competitive bid of RM185.07 million and successful evaluation, refuting suggestions from some quarters that the project was offered to HeiTech Padu was established because the company’s director or shareholder has ties to Prime Minister Datuk Seri Anwar Ibrahim, namely Datuk Farhashwafa Salvador.
Loke said the Prime Minister and the Cabinet took a serious view of the insinuations, adding that dissatisfied parties could lodge complaints with the Malaysian Anti-Corruption Commission for further investigation.

01:19 road toll, vehicle registration,
01:23 and all computer systems in all JPJ offices in the country
01:27 use this MySeacup system.
01:30 Mainframe is the server that supports the system
01:34 and also stores MySeacup data in our data center.
01:40 In 2014, 10 years ago,
01:44 the Ministry of Transport at that time decided
01:47 to separate the MySeacup and mainframe contracts
01:52 and to continue the negotiations at that time.
01:56 In March 2023, that is, last year,
01:59 JPJ proposed the combination of the two components
02:04 to one tender
02:05 to facilitate the management of control aspects,
02:09 monitoring and management of projects collectively
02:12 by the same company.
02:15 In the transition of the combination of the two tender services,
02:19 the Ministry of Transport with the agreement of the agreement
02:22 decided to continue the mainframe contract
02:25 and MySeacup was given as follows.

04:18 the amount of price offered is RM185,076,900.

04:27 RM186,885,611.
04:32 The third tender,
04:34 RM199,513,872.
04:39 The price of the sealing project is RM207,315,315,469.
04:52 This means that the three companies have offered a lower price than the sealing project.
04:59 On 24 November 2023,
05:03 the Ministry of Transport has held a hearing
05:08 and recognized the company, Hitech Padu Perhat,
05:12 as the best offer based on the reasonable price
05:16 and the lowest price that has passed all evaluation levels.
05:20 The recognition has been approved for approval by the Ministry of Finance
05:24 on 4 December 2023.
05:28 The approval of the sealing has been approved on 8 February 2024
