00:00The Venn diagram of sports and politics are colliding now, perhaps more than ever before.
00:06I'm now joined by SI's Ross Dellinger.
00:08And Ross, you recently wrote about the NCAA and the name, image and likeness reforms for
00:13student athletes.
00:14How have US lawmakers taken the future of the NCAA and athlete compensation into their
00:19own hands?
00:20Well, this has been going on for about, for several months now.
00:24Congress has been looking seriously at NIL, the name, image and likeness debate.
00:30And they're, in a way, they're pressuring the NCAA to get something done when it comes
00:37to athlete compensation.
00:39And in turn, the NCAA president, Mark Emmert, has taken several visits up here to DC, wanting
00:45federal legislation for NIL.
00:48That way it will supersede all these different state NIL laws that are in the process of
00:54being passed.
00:56So this week is obviously a big week.
00:58The NCAA is finally going to unveil their own plan.
01:02But things aren't over.
01:04Congress has its own proposals that they've been discussing for several months now.
01:10And while they're kind of waiting and have been waiting for the NCAA to unveil its own
01:16plan, this is far from over.
01:19The federal legislation will probably happen at some point, and it'll still be a topic
01:24of conversation.
01:25But the NCAA this week releasing its own plan is a big step, and a big step, a big progressive
01:31step for them.
01:33Now one unique voice in this conversation, Anthony Gonzalez, the first term representative
01:38from Ohio.
01:39He's a former college and NFL football player, a unique perspective in this conversation.
01:43So how does his presence affect the dynamic of the debate?
01:48Well, one of the issues with Congress taking up these NIL and sports debate is their knowledge
01:57of it.
01:58You know, how much, how educated are they on the topic?
02:00And Anthony Gonzalez, representative from Ohio, played receiver at Ohio State, played
02:06in the NFL for a few years before an injury derailed his career.
02:11So he's very familiar with NIL.
02:13He remembers signing autographs and then turning around and seeing them for sale on eBay.
02:19So he's had the discussion, he's got the knowledge, and several lawmakers do that he spoke to
02:25for the story.
02:26Donna Shalala, a former Miami and Wisconsin school president.
02:33So she's very up to date on NCAA issues.
02:36So there's a few of them that are very knowledgeable.
02:39However, the large group of them, there's a lot of educating that needs to be done over
02:44the next few months.
02:46What kind of timeline are we looking at here?
02:49Well, you know, I think first of all, they're under kind of a deadline because of the state
02:55laws that are in the process of being passed or have been passed.
02:59You know, California's takes effect in 2023.
03:03That's what kind of started all this when it passed in the fall and over the summer.
03:07But Florida is the first one that's going to come up.
03:10If Florida's governor signs into law their NIL legislation, which passed last month,
03:18if he signs it into law, it will start in July 2021.
03:23So that's kind of the goal.
03:25Can the federal, can Congress come up with something by July 2021, some kind of federal
03:32legislation that'll kind of supersede all these state laws?
03:35Meanwhile, the NCAA has its own proposal that we'll find out more about later this
03:41week and it'll potentially pass in January.
03:44So a lot, a lot going on, but over the next year or so, 10, 12 months, we'll know, we'll
03:49know a lot more.
