00:00More than a hundred places in the country have been under state of calamity because of El Niño.
00:08If there is such a thing, we received an update from PCO Assistant Secretary Joey Villarama, the spokesperson of the task force El Niño.
00:16Good morning, ASEC. This is Audrey Gorizeta with Dian Carrer live here in Rise and Shine Philippines.
00:24Good morning, Sir Audrey.
00:27Okay, ASEC. Have more places in the country been declared as state of calamity because of the hot weather or El Niño?
00:39As of 6 a.m., NDRRMC is in 273 cities and municipalities.
00:49273, so there are more states that have been declared as state of calamity.
00:59One of them is Barm, and there is another province that has been declared as state of calamity.
01:11While we are still experiencing the heat of El Niño, even though there is hope that it will subside, this is still adding to the list.
01:24Well, in our monitor, the situation now in other provinces, the ground is really cracked because it is very dry.
01:32ASEC, what are the latest measures that are being taken by various agencies of our government to reduce the effects of El Niño?
01:41Actually, Sir Audrey, the other day, DENR was surprised
01:49that the government is taking a long-term risk because the biggest problem is the shortage of water for irrigation.
02:01So the government is still taking a long-term risk because of this strong and mature El Niño in terms of providing water.
02:13This is affecting other foreign governments as well as local distributors of desalination units.
02:25So in the use of ground water sources, shallow wells and deep wells, we are also using desalination systems for far-flung areas where water is not available.
02:44So the government is still taking a long-term risk in terms of our farm and fisheries.
02:52But this is adding to the list based on tie-ups and suggestions from our foreign and local partners.
03:03In terms of the effects of El Niño, how can our government ensure that every farmer is affected?
03:15Yes. In fact, the regional field units and the Department of Agriculture are working together with local government units to find out the effects of the damage and who are the affected.
03:32When the Department of Agriculture and the Office of Civil Defense come out, they don't just show their faces.
03:42They just say, these are just figures. What does it mean? What is the actual situation?
03:49So it's better if they go down to the ground and see what the actual needs are.
03:56In fact, Diak is now in Zamboanga.
03:59Today, the President himself will give to the affected farmers and their families.
04:11The focus of the administration is to find out the needs of our farmers and their families.
04:22They are not just figures. They really need specific help.
04:30That's why the President himself will reach out to them and give them in the form of the first ever Presidential Assistance to Farmers, Fishers, and Families today here in Zamboanga City.
