00:35 The House Bill 10381 which says that the price of rice is sufficiently supplied and affordable
00:42 is one of the Government's goals. But, is it going to be passed on incessantly?
00:48 Now, let's find out the feelings of some of our fellow citizens about this.
00:55 It's a benefit to us who are just simple and our salary is more affordable than the price of rice that we buy.
01:05 Our family has a big budget for rice. The price of food is different. So, I hope it will be faster.
01:14 Especially for the poor, the expensive rice is not affordable. So, it should be lowered.
01:19 Especially for those who are going to plant rice, the high cost of rice. Sometimes, they can't even pay it back.
01:25 They are in loss because of the expensive fertilizer that they use for planting rice.
01:31 So, the President should be the one to do it first.
01:33 They are just doing their own thing. Instead of taking us outside to plant rice,
01:42 they are buying from the market instead of buying from the market. The price of rice is not that high.
01:49 The price should be lowered and we should maintain that it won't increase
01:54 so that our citizens can afford to buy rice.
01:59 Because the price of rice is still high in the families,
02:02 here are some of the ways of our fellow citizens to save money in any way.
02:08 I buy cheap rice and the other one is of high quality.
02:15 So that the children can eat it.
02:19 We smell the rice and we mix it.
02:26 We should check the rice that we buy.
02:30 It's okay to buy low-priced rice if that's what our budget can afford.
02:35 We should not force ourselves to buy expensive rice.
02:39 I don't care if it's expensive as long as my rice is delicious.
02:43 Because if you buy low-priced rice, it's okay.
02:48 If you buy cheap rice, you won't be able to eat it because it still smells.
02:54 The government and our fellow citizens are showing determination
03:00 to address the main issues of food security.
03:05 By working together and by helping all sectors,
03:09 this goal can be achieved to create a better and better situation for all Filipinos.

03:37 We heard the pulse of the people regarding the amendments
03:42 to the Rice Clarification Law to allow Filipinos to enjoy the low price of rice.
03:47 One of the targets of the Marcos administration is to make the cheap rice available to Filipinos.
03:57 But if you remember, the NFA used to sell cheap rice.
04:02 But in 2019, there were alleged that they were only allowing people to buy cheap rice
04:09 so that the rice clarification law would not be repeated.
04:15 There are safeguards that were put here.
04:18 Again, the government is encouraging President Ferdinand R. Marcos Jr.
04:23 to make cheap rice available to the public.
04:28 You know, it's a basic in the food that Filipinos eat.
04:31 I remember when I was a kid, I was related to the people I interviewed earlier.
04:35 Filipinos, even if it's just salt, oil, or soy sauce, as long as there's rice,
04:40 it's important that there's rice so that the family can survive.
04:43 The other people we serve, they even buy coffee.
04:46 That's right.
04:47 That's what our fellow Filipinos eat for breakfast.
04:49 So, rice and rice are staples for the Filipino family and for the people who eat it every day.
04:56 When the House of Representatives passed the bill,
05:01 that's what President Ferdinand R. Marcos Jr. wanted,
05:05 to make cheap rice available to every Filipino family.
05:08 So, through the amendments, the power of the National Food Authority will be expanded
05:13 because now they're just managing the buffer stock of rice.
05:16 But with this amendment, they will have the power and authority to stabilize the price of rice.
05:23 Another good thing that is being promoted here in the amendments to the rice clarification law,
05:27 according to RCEF, the Rice Competitiveness Enhancement Fund,
05:31 this will be increased from P10 billion to P15 billion.
05:35 And this will be extended for another six years.
05:38 This fund is also a big thing for the farmers in the post-harvest facilities
05:46 so that their crops won't be wasted, won't rot
05:50 because through these post-harvest facilities, the shelf life of their crops or crops is extended.
05:56 So this will reduce agricultural waste and loss,
05:59 and eventually, of course, it will increase the income of our farmers.
06:03 Now, let's discuss what to do in the Senate
06:06 because both chambers of Congress need to pass their amendments
06:12 to pass these amendments to the rice clarification law.
06:16 This, fellow countrymen, in the amendment of the rice clarification law,
06:20 is just one more step in the way our government is doing in our wide-ranging problem in the agriculture industry.
06:27 Of course, this is related to the support of our government and food security.
06:31 Of course, what we are asking for is that we should not increase if possible, if it is not necessary.
06:37 So that should be the last resort, the importation,
06:40 because the focus should be to support the local farmers here in the Philippines.
