00:00Good evening.
00:01Let me start by thanking Prime Minister Giorgia Maloney and the Italian people for welcoming
00:07us all to Puglia.
00:09Now, I've come to this summit to stand with our allies and friends as we protect the United
00:14Kingdom's security, our prosperity, and our values.
00:18And the stakes could hardly be higher.
00:20The world today is more dangerous than it's been for decades.
00:24War rages in Ukraine and the Middle East.
00:26Conflict, climate change, and hunger has displaced more than 100 million people globally.
00:32And new technologies like AI create both new opportunities and significant new risks.
00:38That's why the UK has made a hard and fast pledge to increase defence spending to 2.5%
00:43of GDP by 2030.
00:45We're taking unprecedented action to stop the boats and reduce migration.
00:50And I'm pleased that the G7 has today committed to closer coordination on AI safety following
00:55the UK's lead at Bletchley Park.
00:58Because the problems we face are global in nature, so we need global solutions.
01:03And that's what I've been arguing for at this G7 summit.
01:07First on migration.
01:09Illegal migration is now a global emergency.
01:12More people are moving across borders than at any time in our history.
01:17We cannot stand by and watch this human tragedy unfold.
01:21The G7 has focused on dealing with the root causes of migration, including a new package
01:26of UK development assistance for Africa and Italy's new Apulia food systems initiative
01:32to tackle food insecurity.
01:34We're also doing more to combat the people traffickers, because we all agree that it's
01:39for sovereign nations to control their borders and not criminal gangs.
01:44And the G7 has today launched a new coalition to counter people smuggling.
01:49And I'm particularly pleased that the G7 has also agreed to work together to make sure
01:53the governance of migration is increasingly effective and sustainable.
01:58The second area of G7 action is on China.
02:01China's assertiveness has only intensified since our last summit in Hiroshima.
02:07Their actions threaten to undermine the free and open Indo-Pacific.
02:11They've conducted cyber-targeting of democratically elected British MPs.
02:15And China is increasingly working together with other authoritarian states like Iran,
02:20North Korea, and Russia.
02:23Around 80 percent of Russia's battlefield components come from Chinese companies.
02:28And that's why the UK has issued sanctions against Chinese entities interfering with
02:33our democracy.
02:34It's why we've protected our technologies and supply chains through the National Security
02:38Investment Act.
02:40And it's why we'll always act in concert with allies to deter China's most aggressive actions
02:45and protect our economic security.
02:47But we need to keep the pressure on.
02:49The UK and others have already sanctioned Chinese entities for facilitating Russia's
02:53defense industry.
02:55The G7 has now agreed with that principle.
02:58So the message is clear.
03:00If you prop up Russia's war economy, prolonging this illegal war, you will pay a price.
03:05And that leads to my third point, the G7's complete and total unity with Ukraine.
03:12Ukraine's security is our security.
03:14We are in this for the long term.
03:16Putin will not outlast us.
03:18The UK has committed £3 billion of military aid every year to the end of the decade.
03:24We're dialing up the economic pressure on Russia with 50 new sanctions this week alone.
03:28And we've just announced over £240 million for reconstruction.
03:33But as I've long argued, Russia itself must pay for the destruction it has caused.
03:38And now, Russia will pay.
03:41Because at this summit, the G7 has reached a historic breakthrough.
03:45After months of intensive discussions, we've agreed a new loan for Ukraine worth $50 billion.
03:50And it will be repaid not by our taxpayers, but by the extraordinary revenues that come
03:55from frozen Russian assets in Europe and around the world.
03:59This is just, and it is right.
04:02But true justice will only come when Russia leaves Ukraine.
04:05Tomorrow I will be traveling to the Ukraine Peace Summit in Switzerland.
04:09Our goal is peace.
04:11But let us not confuse peace with surrender.
04:14Putin's Russia is the aggressor.
04:16They brought war to a peaceful continent, wreaked death and devastation on the people
04:21of Ukraine, caused famine and hardship around the world.
04:25So peace must be based on international law and the UN Charter.
04:29And it must be on Ukraine's terms.
04:31That is what justice looks like.
04:33That is what we must work towards.
04:35That is how we secure a future for Ukraine that is peaceful, democratic, and free.
04:41And we, the G7, will stand united with Ukraine until that day comes.
