Eighteen months after the world-changing events of the previous film, the globe teeters on the edge of destruction. In the crumbling ruins of the White House, U.S. President Gerald Fitzhugh (Louis Gossett Jr.) records a desperate confession, glancing out the window as a sinister figure looms in the doorway.

One week earlier, the Tribulation Force—Rayford Steele (Brad Johnson), his daughter Chloe (Janaya Stephens), Buck Williams (Kirk Cameron), Bruce Barnes (Arnold Pinnock), and Chris Smith—embarks on a daring mission to steal Bibles from a Global Community (GC) compound. When guards storm in, Chris's martial arts skills save the day, allowing the team to escape.

In Washington, D.C., President Fitzhugh and Vice-President John Mallory (Charles Martin Smith) retreat from the White House. Mallory uncovers a chilling plot: Nicolae Carpathia's plan to launch a biological attack on America. Before he can reveal more, Mallory is ambushed and killed, but a militia group rescues the President.

At the Trib Force’s underground HQ, Bruce Barnes officiates a double wedding: Buck marries Chloe, and Rayford marries Amanda White, a new member who knew his first wife. After the ceremony, Buck heads to Los Angeles, and Rayford flies to New Babylon.

In Washington, Fitzhugh and Carolyn Miller, a GC insider, discover Nicolae's sinister scheme to lace Bibles with anthrax. As they attempt to escape, Fitzhugh kills a guard, and they join a militia to thwart Nicolae’s plans. The British and Egyptian governments secretly support their cause.

Fitzhugh confronts Nicolae in his office but fails in an assassination attempt, discovering Nicolae's supernatural invulnerability. Nicolae hurls Fitzhugh out of a 20-story window, but Fitzhugh miraculously survives. Back at the militia base, Fitzhugh reports the failed assassination, deeply affecting Carolyn.

As World War III looms, the Trib Force HQ is hit hard. Bruce and Chloe are infected with a deadly bacteria, but Chloe miraculously survives when red wine from their communion is revealed to be the antidote. Buck meets Fitzhugh in the destroyed White House and helps the President find faith, converting him to Christianity.

In a climactic showdown, Fitzhugh sacrifices himself to destroy the GC headquarters, using a personal transmitter to guide a missile to its target. Fitzhugh dies in the explosion, obliterating the GC base.

Buck, promising Chloe he’ll return home soon, encounters Carolyn in an elevator, signaling a complex history. As the remains of the Global Community Building burn and sirens wail, Nicolae Carpathia emerges from the flames, unscathed and enraged.
