00:00I would like to invite all of you to the European Managed Filipinology, because on July 1st is our anniversary.
00:09And during the anniversary, I would like to inform you that the congestion rate in the Philippines has decreased.
00:18In 2023, the rate of congestion was 365%.
00:25Now, in 2020, I would like to inform you that the rate has decreased by 322%.
00:33This means that a lot of people have left the country.
00:38Of course, this is all thanks to the help of the DALD.
00:41The good Secretary, Atty. Benjoa, told us to coordinate with other offices and agencies.
00:49So, we will continue with the 365% to 322% rate.
00:54This is a big thing because more than 8,000 people have left the country because of the data that we provided.
01:02There are also 15,000 people who were able to pay their bills.
01:09This is why I expanded the rate.
01:12On June 28, 2020, we will open another one in San Pablo.
01:17With the help of the recruits.
01:20But we also need the jail population ratio.
01:26We also need to have a good facility.
01:30This means that we need the help of local government units to expand the situation.
01:37Because while the situation is tight, there needs to be a lot of people.
01:41It needs to be guarded.
01:43That's one.
01:44Second, we need to inform other sectors, like the Justice Sector Summit.
01:51So, every agency should be open to discuss the case of a woman so that they can be released quickly.
02:04Now, how will the court know that this hearing is needed?
02:09That's where the BGMP will enter.
02:11Our paralegal service.
02:13Our paralegal service will report to the court that,
02:17Judge, you can now hold this hearing so that she can be released next.
02:23Then, we have IBP.
02:26We also have that.
02:29The IBP needs to go there once in a month.
02:34So, whoever is in this case, we will help.
02:37If there is no representation, we will give representation.
02:41There are task forces and coordination.
02:44But in terms of, of course, the recruitment requirement, personal requirement, it will change.
02:51But as mentioned by Chief Rivera,
02:55the ING is ready.
02:57The Secretary-General has already ordered that we need to transition from Region 6,
03:03the provinces that will be part of the NIR, as well as Region 7.
03:10The NIR needs to be included there administratively and operationally.
03:16So, that's the focus.
