Ang ikalawang Guo ay kumuha ng NBI clearance bago ang delayed registration of birth ng suspendidong mayor ng Bamban, Tarlac. Pinapakansela na ng PSA ang "certificate of live birth" ni mayor habang ikinukumpara na ang fingerprint niya at ni Guo Hua Ping.
