00:00This is about the Custodial Health Unit.
00:06In the Central Prison, we did it.
00:10Now, in the Project Rintis, there are three IPDs.
00:14And when it's done, then we will proceed with the next process.
00:18We are in that direction.
00:20Meaning, if someone is detained,
00:23a health check is done first.
00:26Then he will be taken to remand or jail.
00:28To avoid a death incident,
00:31where it is said that something else happened.
00:35At the same time, this detention process,
00:38I would like to inform you about the death toll.
00:42I request my colleagues from Immigration.
00:47The record of people detained in this depot
00:51who died from January 1 to 18 June,
00:55there are 20 death incidents.
00:5820.
01:00From people in Bangladesh, India, Iraq, Myanmar, Philippines, Thailand, Indonesia.
01:0520.
01:07And through the health report,
01:10everything is related to the health problem case.
01:15Followed by the Malaysian State Police,
01:19in 2022 to 2025, 2024,
01:24we recorded 24 deaths.
01:28There were COVID deaths, TB deaths, heart attacks,
01:32suicides, hangings,
01:35injuries by the police.
01:38So, the cause of these deaths,
01:41including bruises,
01:44bleeding, adrenal ulcer, etc.
01:47are from illness.
01:50Most of these are acute drug addicts
01:54who were put in jail.
01:56So, 24.
01:58As for prison,
02:00there are about 84,000 people in prison,
02:04including those who are outside and inside.
02:07So, there are about 80,000 people inside.
02:09The death toll so far
02:11is 40 cases.
02:13So, 40 in prison,
02:1520 in the immigration depot,
02:17and 20 in the police.
02:20And most of them are health problems.
02:23Mr. Speaker,
02:25I would also like to
02:27respond
02:30to a question raised by Mr. Alam
02:33about UNHCR.
02:35Before that, I saw
02:37Seputih was here.
02:39Seputih asked,
02:40is Malaysia planning to
02:43rectify
02:45UNCAT,
02:47United Nations Conference on Torture?
02:50For now, no.
02:52Okay, what is our excuse?
02:55If we rectify
02:58UNCAT,
03:01there is a certain section
03:03that clearly states
03:05that our country's laws
03:07cannot have elements that cause
03:10severe pain.
03:12For example,
03:13severe pain is also not allowed.
03:14Whereas, our rights have grounds.
03:17The court of law also has grounds.
03:20Our common rights also have grounds.
03:22Grounds are pain.
03:25Even if it is painful,
03:27it is not allowed.
03:28So, if we sign
03:29UNCAT,
03:30it means that
03:31we have to change the existing rights.
03:34A lot.
03:35So, for now, no.
03:36Our neighbouring countries,
03:37Singapore, Brunei,
03:39no.
03:40We won't sign it.
