Public Accounts Committee (PAC) chairman Datuk Mas Ermieyati Samsudin told a press conference on Wednesday (July 3) that 24 unauthorised users approved applications to bring in foreign workers under the Foreign Workers Centralised Management System (FWCMS).
She said the committee found flaws in identification monitoring in the FWCMS system where two user IDs did not belong to any Human Resources Ministry officer.

00:00Through the proceedings, PHC got the Ministerial Council meeting on August 26, 2015,
00:11after passing the development of the APEX and FWCMS systems,

00:31PHC also found that the FWCMS contract had not yet been terminated,

00:39even though the approval letter for the development of the FWCMS system
00:44was issued on January 12, 2018,
00:48until the last proceeding date of PHC on March 13, 2024.
00:53This means that the government or KDN has been using the FWCMS system
00:59for more than six years without a termination contract,
01:03and this clearly violates the rules set by the government.
01:08Next, through a letter issued on December 30, 2020,
01:13PHC stated that the FWCMS was not included in the list of projects
01:18that have been approved by the Ministerial Council,
01:21to be implemented as a public-private partnership, PPP,
01:26for 2009 to May 31, 2020.
01:30In addition, it was found that the Ministerial Council's notice
01:34on Halal 7 and the implementation of the FWCMS system
01:37was not submitted to the Ministerial Council before the SST was issued.
01:41PHC also informed the KDN that the SST has requested
01:45for a six-year extension of the contract,
01:48and also for an increase in the quote from RM100 to RM120.
01:54On June 24, 2024, the KDN Minister stated that
01:58the Ministerial Council agreed to continue the contract
02:01for another three years with the SST.
02:05PHC will obtain information regarding this matter in the proceeding,
02:10which will be carried out in three months from today.
02:16Among the findings of PHC in this report,
02:19the first is that the SST has patented the trademark logo
02:24and copyrights that are known to protect the interests of the government.
02:30The second is that the SST will hand over the entire system,
02:34including documentation and intellectual property,
02:39to the government even though the FWCMS contract has not been renewed.
02:45The third is that the SST has also stated its commitment
02:48to not make any demands from the government
02:52regarding the patent that has been registered,
02:55if the FWCMS contract has not been renewed.
02:58In addition, PHC also found a weakness in the management
03:03of the identification ID control in the FWCMS system,
03:07where there are two IDs that are held by non-custodians,
03:12whereas there are 24 unauthorized users who have passed 24 tests.
03:20This case has been reported to the PDRM so that this investigation can be carried out.
03:27PHC also stated that if the government decides to terminate the FWCMS system,
03:36the EPEX system, which has been terminated,
03:40can still be used for the processing of foreign workers.
03:44The findings of the State Audit Office regarding 24 requests
03:48that have been passed by unauthorized users show
03:52that there is a weakness in the management of ID control in the FWCMS system.
03:59Next, Bistinet stated that their goal in patenting the FWCMS system
04:03is to protect the interests of the government
04:06and has stated a commitment not to make any requests from the government
04:12regarding the patent that has been registered,
04:15if the FWCMS contract has not been renewed.

04:23can still be carried out through the EPEX system or manually
04:28without the FWCMS system.
