02:02I am placed under preventive suspension for six months by the Office of the Ombudsman
02:07while the administrative charges filed against me are pending.
02:12Worse, our motion for reconsideration with motion to leave preventive suspension
02:17dated 10 June 2024 was denied and in an order dated 18 June 2024.
02:24Second, several letters of authority were served to me and to my other legitimate businesses
02:30as the Bureau of Internal Revenue commenced their assessment.
02:34Third, the Presidential Anti-Organized Crime Commission
02:39has openly filed a criminal complaint against me,
02:42charging me with a non-bailable offense of qualified human trafficking.
02:48More importantly, I have been exposed to public ridicule,
02:52humiliation and hatred for several months now,
02:56tarnishing my public image, character and reputation.
03:00Unfortunately, I have already been prejudged guilty by the public
03:05despite the absence of any finding by the Court of Law and proper tribunals.
03:11In view of the foregoing, please accept my most sincere apologies
03:15for my absence and for any inconvenience this may have caused the Committee.
03:20I would like to emphasize that I have no ill will or slightest intent to disrespect,
03:25disregard or disobey this Honorable Committee.

05:43fully Chinese, with two Chinese parents.
05:47We saw this in the Special Investment Resident Visa or SIRV application of Lin Wen Ye.

09:34They invested $75,000 in Triumph Embroidery Center Inc., formerly Hua Fei Embroidery Center Inc.,
09:44a business enterprise engaged in rendering embroidery services.
09:49The said firm is considered an eligible form of investment under the SIRV rules and regulations.
09:57The existence of the said investment was confirmed via an ocular inspection conducted by the BOI on May 22, 2002.
10:09The following documents were submitted for the revalidation of their SIRV because this is part of the SIRV process.
10:19Valid Chinese Passports, Alien Certificates of Registration, SEC Registration, and Articles of Incorporation of Hua Fei Embroidery Center,
10:31a Certificate of Inward Remittance issued by the Banco Central of the Philippines, dated September 30, 1999.
10:40Now, in line with our rules, after the validation of foreign nationals' eligibility for SIRV,
10:49their names were endorsed to the Bureau of Immigration for the grant of the visa.
10:54The Bureau of Immigration conducts its own validation process and then acts on the BOI endorsement by implementing the visas in sticker form onto the holders' passports.
11:06Their SIRV were cancelled on August 22, 2011.
11:12As represented by the letter of the holders' authorized representative, they were applying for Special Resident Retirees Visa or SRRV with the Philippine Retirement Authority.
11:26This was as of September 12, 2011.
11:30Upon verification by BOI with PRA, the said foreign nationals are currently active holders of the SRRV.
11:39Now, we also provided, Madam Chair, copies of the following documents to the Senate in reply to the June 19 and June 20 letters.
11:50The accomplished SIRV application form, the initial report of investment by the applicant,
11:56the accomplished deed of undertaking, the certification of inward remittance issued by the Banco Central Registration Department,
12:04the certification issued by Huawei Embroidery Center, Inc., certifying Li Wenyi as a stockholder of the firm,
12:12the articles of incorporation and bylaws of Huawei Embroidery Center, Inc.,
12:17the annual income tax return and balance sheet for calendar years ending December 31, 2001 of Huawei Embroidery Center,
12:25duly received by the Bureau of Internal Revenue, the affidavit on the capacity to invest of at least $75,000,
12:33the certifications issued by the Department of Health National Quarantine Office,
12:39the passport, biopages, and visa stamps, and the biometrics, in particular, the right thumbprint of the said personalities.
12:49Please be informed also that the SIRV holders are required to physically report to our office upon approval of their visas
12:56to have their pictures and biometrics captured for issuance of the SIRV ID.

13:20Is the personal appearance of all applicants required and is the BOI obtained by biometrics?

13:40to have their pictures and biometrics, in particular, signature and fingerprint captured for issuance of their SIRV ID.
