00:06regarding the 2 plus 2 ministerial meetings that were held in the country.

00:17And Emil, dear viewers, after the historic 2 plus 2 ministerial meeting,

00:22the government of the Philippines said that at the highest level,

00:26the defense cooperation of the two countries in the middle of the continuous aggressive action of China

00:33against the Filipinos in the West Philippine Sea.

00:42Before the 2 plus 2 ministerial meetings, Japan and the Philippines separated first

00:47the defense and foreign ministers of Japan and the Philippines.

00:51The meeting lasted for more than 2 hours.

00:54Many of the details of the RAA were launched in the 2 plus 2 meetings now.

00:59Even in November of last year, when the negotiation began,

01:04Japan and the Philippines agreed to continue and strengthen the maritime and air domain awareness

01:11with the like-minded countries.

01:14The defense capabilities and the promotion of the interoperability of the AFP

01:20and the Japan Self-Defense Forces through exercises and cooperation

01:26through defense equipments and new technology.

01:31Because of the RAA and the 2 plus 2 meetings,

01:34it can be considered that the alliance of Japan and the Philippines is at the highest level.

01:41The RAA brings our defense partnership to an unprecedented height.

01:47We also explored other measures to enhance and coordinate our defense and security policies.

01:52Japanese Defense Minister Kihara Minoru called the agreement

01:56as ground-breaking in guaranteeing stronger support to the Philippines

02:01when it comes to new equipment such as Japan-made air surveillance radars.

02:07Minister Kihara also said,

02:09Japan is heavily dependent on China's repeated actions in the West Philippine Sea

02:16which is dangerous and contrary to international law.

02:20Japanese Foreign Minister Kamikawa Yoko said,

02:23the alliance of Japan and the Philippines will be strengthened when it comes to promoting defense cooperation.

02:31According to Secretary Tedoro,

02:33it is almost the same in the VFA that the Philippines has in America and Australia

02:38except for some provisions.

02:40It is the same who has jurisdiction in a soldier of the Japan Self-Defense Force

02:47or a Filipino soldier,

02:48even if he is involved in a crime in the Philippines or in Japan.

02:53According to the RAA,

02:55it is the country's law where the crime is committed

02:58and he also has jurisdiction in the soldier.

03:02It's just tailored to conform to the requirements of the domestic law of each country.

03:09That is the only difference.

03:11In essence, everything remains the same.

03:14It allows the interoperability between the armed forces of the Philippines

03:21and the Japanese Self-Defense Forces both here and in Japan.

03:26Japan also has RAA in Australia and Britain

03:30Because of the agreement, the government of the Philippines asked

03:34if it is also possible for Japan and the Philippines to have a mutual defense treaty

03:40and the extension of EDCA sites for Japan in the Philippines.

04:05Japan promised to deliver five large coast guard ships from Japan
