How to stop brain drain from Pakistan?

00:12You are aware of the importance of this issue and how much focus do we need to put in Pakistan?
00:19And how much focus is being put on this aspect?

00:27First of all, I am grateful to the team of Bahawal Khabar Sohaira for giving me the opportunity to talk about skills.
00:37As you know, today is the World Youth Skill Day.
00:43And in Punjab, there is an institution called TEPTA,
00:48in which there are approximately 384 institutions,
00:52which are giving skill training to our youth across Punjab.
00:57So, today is the day on which the World Youth Skill Day is being held.
01:06So, to increase awareness in all our institutions, this day is being celebrated with great enthusiasm.
01:14As far as your question was, in which departments or in which aspects is training being given,
01:26in TEPTA's 384 institutions, we are giving training to more than 150 courses.
01:36Brigadier Sir, I want to know, there has been a lot of commotion since the last few days,
01:40in fact, in the last 2-3 years, that there is a lot of brain drain.
01:43The youth are not getting employment.
01:46Obviously, there are no new jobs being created, to be honest.
01:49So, there is a lot of brain drain for youth here,
01:52and they are preferring to go to another country and work hard for a better future.
01:58There, we will get more rewards, instead of sitting here with degrees.
02:02Can you tell us, how can these skills be useful for them?
02:08Can they cover their unemployment?
02:12This is a very pertinent question, and it is always discussed in various forums.
02:21But, it needs to be looked at in a different way.
02:25I believe that the level of skill training that we provide,
02:32it is necessary to provide employment.
02:36Now, if employment is available in Pakistan, then they can get a job here as well.
02:43And if they want to go abroad and get a job,
02:46then if they get employment there as well, then they can get a job there as well.
02:52But, the actual connotation of brain drain, in my opinion,
02:56is not applied at this level.
02:58It is applied at the level where highly qualified children, talented children,
03:04can go abroad and get a job there.
03:09But, if they acquire skills and go abroad for employment,
03:14then it is not applicable at this level.
03:16Brigadier, there is a difference between talent and talent, isn't it?
03:19It is possible that if you are skilled,
03:22then talent is increasing in the world.
03:25Earlier, only those people who were educationally or academically strong,
03:30were called skilled labourers.
03:31They were highly appreciated.
03:33But, now skilled labourers have come.
03:34In fact, do you know that in many European factories,
03:38from Pakistan or other developed countries of the world,
03:42unskilled workers are also being called,
03:44that they need workers there.
03:46So, it won't take much time for them to train.
03:48So, there is a requirement of manpower for people,
03:51and people are trying for that as well.
03:55In this system, we are making a deliberate effort
03:59that in some countries where there is a need for skilled human resources,
04:04or even unskilled human resources,
04:07a demand is being worked out at the government level,
04:11and in our institutions,
04:13the skill set required for those countries,
04:16after knowing that, we are running specialized courses,
04:20so that those children who want to go abroad after acquiring skills,
04:25will be able to avail this opportunity.
04:29Tell me one more thing.
04:31Obviously, you are representing TABTA in Punjab.
04:35In our country, there are many vocational training institutes.
04:39We see them at the provincial level.
04:41I think these departments come under the Ministry of Social Welfare.
04:45So, I am sure there is something going on at the regional level as well.
04:48But, these areas, like there should be a lot of work in Sindh,
04:51there should be a lot of work in Balochistan, in KP, etc.
04:54So, in your opinion, is there any work being done in these areas?
04:59Yes, absolutely.
05:01Actually, at the provincial level, there is an institution called NABTAG,
05:05which is basically a regulatory authority.
05:08And at the national level, policy is made there,
05:12and in the same way, the domestic demand,
05:14and the overseas demand for skilled human resources,
05:18they regulate it.
05:20And similarly, at the provincial level,
05:23the TABTAs are told to prepare as many human resources as possible.
05:27And this work is being done in this way.
05:32Mr. Brigadier, tell me one more thing.
05:34If you want to give any advice,
05:36what are the skills that young people should learn,
05:39which can benefit them in any way in today's time?
05:42If you want to point out anything.
05:45Yes, I think that IT is such a field,
05:49in which those IT courses,
05:53which have international demand,
05:56and by doing international certification in such courses,
06:01you don't even need to go abroad.
06:04You can earn a living in Pakistan,
06:07you can do a job,
06:08and you can fulfill the demand in the world in terms of IT.
06:13And you will be very happy to know that,
06:17in the recent past, the Government of Punjab,
06:20launched an initiative by the CM regarding a new skill development,
06:26in which we have launched IT courses,
06:29and we are getting them done free of cost to students.
06:32And international certification will also be done in that.
06:35And its purpose is only that,
06:37the children should be given that level of skill,
06:41which is needed all over the world.
06:43And they can sit in Pakistan,
06:45do freelancing,
06:47and earn a living in that way.
