00:00Finally, a man is using his position in Manila City Hall to get away.

00:06The target of the suspect is a sidewalk vendor.

00:09Jomer Apresto was caught.

00:15When this woman got out of the car,

00:18she approached a man wearing a red T-shirt on the side of San Marcelino Street in Manila.

00:25Later, the man who was employed by Manila City Hall was caught.

00:30He is subject to the entrapment operation of the Special Mayor's Reaction Team of Manila Police District.

00:36The complaint is that the sidewalk vendors in the city are being harassed.

00:41Based on the complainant, our suspect who is employed by Manila City Hall,

00:46particularly the hawkers, is being identified.

00:48His mandate is to clear the streets.

00:53According to the victim,

00:54the suspect has been harassing her for the past four weeks to give her P500 per week.

01:00If I don't give her P500 per week, she will catch my cart or she will be arrested.

01:08Some of her fellow vendors were forced to give their positions to the suspect out of fear.

01:13They are also using the name MPD Smart and are saying that their positions go here.

01:19He wants to scare the vendors.

01:24He is collecting money for us, the Japanese,

01:27which we are not allowing and we are not doing.

01:31According to the suspect, he has been doing this for more than six months.

01:36We are just helping them so that they will not be arrested.

01:40It is a waste of money because they are giving it for expenses.

01:45As of now, the MPD Smart suspect is in custody.

01:48He is being charged with robbery by extortion.
