00:00The effects of the El Niño floods were severe, especially in the fisheries.
00:06In Tinamong, Pinsala, from the destruction of crops,
00:10our farmers obtained protection
00:14through the crop insurance we provided.
00:18In the past two years,
00:20more than P1,000 Pesos were paid
00:25in Pinsala for the affected farmers and fishermen.
00:29However, it is good that modern farming methods
00:33such as low-water use farming technologies
00:37have been implemented early.
00:40In our projects Lawa and Binhi,
00:44we are already working on modern irrigation systems
00:48so that our farmers are more prepared and protected
00:52in the face of floods.
00:54As we can see in all the world,
00:56weather events are, as has been predicted,
00:59getting more extreme,
01:01such as torrential rains that instantly shift
01:04to scorching heat waves, or vice versa.
01:07Our country's geographical location makes us highly vulnerable
01:10to the adverse effects of climate change.
01:13Precisely because of our inherent vulnerability,
01:16we are proactive advocates for heightened climate responsibility
01:20and justice on the global stage.
01:23To this end, we have secured a seat
01:26on the board of the Loss and Damage Fund,
01:29and further, the Philippines has also been selected
01:33as host country to that fund.
01:39This will require an enabling law from Congress
01:42to confer the legal personality and capacity to the board.
01:47This welcome development shall complement
01:49all our other climate adaptation and mitigation measures
01:53and give us a strong voice to access the needed financial assistance
01:57for climate-related initiatives and impacts.
02:01Even so, the most important thing is that the whole country
02:05is strong and always prepared in the face of adverse events.
02:10Our DRRM workers are leading in ensuring
02:14our extensive preparation and readiness at all times.
02:21As the primary preparation, we are building important infrastructure
02:27that will serve as a protection and a center of coordination,
02:31especially in the aspect of providing assistance.
02:35Within the past two years,
02:37almost a hundred evacuation centers have already been built.
02:42While in January of this year,
02:44we started the operations of our Disaster Response Command Center,
02:48which shall serve as a central hub
02:50for the government's disaster response efforts.
02:53Now, in the short span of time,
02:56we are overseeing and preparing the cutting of landslides and heavy rains.
03:04More than 5,500 flood control projects have been completed,
03:09and many more are currently being completed across the country.
03:18One of these is the Flood Risk Management Project in Cagayan de Oro River,
03:23which will provide long-term protection
03:26to more than 600 hectares of land and 60,000 of our fellow citizens.
03:33Another is the Pampanggabay Project,
03:37which will serve as an additional deterrent to floods.
03:41In January, we launched the Clean-up in Bagong, Philippines,
03:47where we mobilized our barangays to clean up their communities.
03:53In just five months,
03:56more than 40,000 tons of garbage were collected
04:00by more than 22,000 barangays across the country.
04:05I expect the continued support of local governments
04:10in cleaning up our communities.
04:17As an example here in Manila,
04:19we have already started the extensive assistance
04:22to bring life back to the Pasig River.
