00:00Now we would like to welcome Metro Manila Council Chairman, San Juan City Mayor Francis Zamora. Good morning Mayor.
00:06Yes. Good morning Susan and thank you for inviting me to your first hearing.
00:12Yes. First of all, how are you San Juan?
00:15I was around all day yesterday, all night, until this morning.
00:22First of all, I would like to thank you for stopping the rain.
00:25Because when the rain started, 14 barangays were flooded.
00:31We have a main evacuation center, this is our San Juan Gym.
00:35We also have different evacuation centers in the barangay halls.
00:40Even in the Sanctuary of the Holy Christ, our church also made an evacuation center.
00:47But this morning, because the rain stopped, the water level in most of our places in San Juan decreased.
00:57Mayor, are the LGUs in Metro Manila using the Calamity Funds following the declaration of the State of Calamity yesterday?
01:03Okay. That's a good discussion because our citizens need to understand
01:10why the State of Calamity is important because the 30% Response Fund has a fund.
01:16Yesterday, even if the Metro Manila Council declared a State of Calamity,
01:23we in San Juan declared our own State of Calamity.
01:27And yes, San Juan is using it. I'm sure other Metro Manila LGUs are also using it.
01:33Who will monitor the price freeze so that there will be no increase in the price of the primary goods to be purchased?
01:40Of course, our local authorities. We will do that in our markets, in our groceries, and in other stores.
01:49We also have a business permits and licensing office that will go around to ensure that the price freeze will be followed.
01:58Last year, Mayor, this is probably the worst experience in Metro Manila.
02:04What is the plan of the Metro Manila Council to mitigate the severe flooding in Metro Manila?
02:10It's really serious and many of our speakers said that they don't expect such a severe flooding, Mayor.
02:18Yes. Number one, we have to assess in our cities what are the effects.
02:25Because in San Juan, there are other areas that were not flooded but were suddenly flooded yesterday.
02:30Our infrastructure is needed when it comes to flood control, additional drainages, our pumping stations, and it's important to take care of the environment.
02:43Our drainage systems, even if we enlarge the culverts, if it's full of garbage, the water will not flow there.
02:51We will meet as a council eventually, maybe not now because we need to focus on our areas.
02:58We will make an assessment as a council probably in a few days to know what we need to do to prevent this from happening again.
03:07In your data, Mayor, how many families were evacuated and how many are in total and is it enough to provide assistance to the evacuees in evacuation centers?
03:20We evacuated more than 2,500 San Juanes in evacuation centers and we continue to take care of them.
03:29They have food, they have a place to sleep here in our evacuation centers.
03:35We are continuously monitoring. I know that even in their homes, there are people who were stranded and were not able to get out of their homes.
03:43So we are collating all the data from the barangays and we will make sure to help them, Susan.
03:48Do you need assistance from the national government to reach them?
03:55Actually, I am thankful to the national government because they are loyal to us.
04:00In fact, at 9 o'clock, I will be joining President Ferdinand R. Marcos, Jr. for a briefing.
04:06I will also be able to see the data here in Metro Manila.
04:10He will also have an inspection afterwards.
04:13So I will accompany our President Marcos.
04:16Okay. Thank you very much, Mayor Francis Amora, Metro Manila Council Chairman.
04:20Good morning to you, Mayor.
04:23Thank you very much also, Susan.
04:46Thank you.
