00:00One of the motor tankers was killed in Limay, Bataan.
00:17The oil spill is the most alarming because of this more than 1 million liters of oil.
00:23But according to the Coast Guard, there is no indication that it has leaked so their target
00:27is to get the oil within 7 days.
00:30Rafi Tima is the witness.
00:35In the middle of the night, the motor tanker Terra Nova was about to sink.
00:39It was past 1 AM on the early morning of 5 Limay, Bataan.
00:43The tanker was heading to Iloilo where it had 1.4 million liters of industrial fuel oil.
00:5016 passengers were saved immediately.
00:524 of them were needed to be treated.
00:55In the afternoon, the authorities found the missing crew member but he is no longer alive.
01:01According to the owner of the MT Terra Nova, Portavagas Ship Management,
01:05the Coast Guard stopped their scheduled voyage from 5 Limay, Bataan on July 22.
01:10But they were allowed to leave the next day.
01:13But when it came to the area that was hit, they were hit by a big wave and a strong flow of water.
01:18The boat tried to turn around before returning to Limay.
01:22While they were returning, at 11.30 PM, it slowly started to shake.
01:26When they tried to turn around at PCG, the Coast Guard did not allow them to do so.
01:32The PCG carried out an aerial survey as part of their oil spill response operations.
01:37The PCG is also helping oil spill response organizations to stop the spread of oil.
01:43According to Bataan PCG, there is no oil that has escaped from the cargo of the boat.
01:48The oil slick that was seen earlier is a possible fuel of the boat or fuel from the deck and the hull of the boat.
01:54The PCG target is for the oil spill of the tanker within 7 days.
01:59The depth of our Manila Bay is about 30 meters.
02:03So it is not impossible to find a way to safely and securely remove the oil spill from the tanker
02:15so that it will not affect our surroundings.
02:18The Department of Environment and Natural Resources will place a monitoring instrument
02:22at the time when they can determine the location of the boat.
02:24I need to know where it is now and what is the state of the boat and we are here to determine it.
02:35President Bongbong Marcos was instructed by various agencies to study the effects of oil spills on the environment.
02:42Basically, what we need to assess is where is the capsized vessel, the fuel that's being released,
02:50what are the tides, what are the winds, where is it headed, so that we can be the first ones to do it.
02:58DOST, maybe we can also make some determinations on that.
03:04For GMI Integrated News, I am Rafi Timang, your Saksi.
03:10In spite of the severe disease, a cancer patient cooked up the floods in Quezon City.
03:16Aside from the floods, there are also problems in several places in Manila and Malabon due to the lack of electricity.
03:22Saksi, Tina Panganiban-Perez, Salima Refran, and Ian Crew.
03:30Residents are still walking in the floods, especially in the center and in Barangay Tanyong, Longos, and Tonsuya in Malabon.
03:37Passenger boats are used to transport passengers.
03:42This man was caught in the floods of Alacal.
03:45In Ilong in Barangay Tanyong, a man's floating body was caught.
03:50In Navotas, fishermen are fishing on boats.
03:54You can't fish in the sea, sir. The waves are big, that's why we're here in the floods.
03:59If there's no rice, we can do it.
04:01There's still no electricity in the area, so there are also many problems with the low-batted cellphones.
04:07It's very difficult. We can't contact our relatives in Malayo, so that we can bring help.
04:14In Manila, in the part of Vito Cruz near Taft Avenue, the cars parked yesterday almost drowned in the floods.
04:22There are many roads that are difficult to pass.
04:24The floods in Lagos, Nilad, almost reached the part of the overpass where cars can pass.
04:30The water reached up to 13 floors.
04:33The water was not removed immediately even though the pumping operations of the Manila DRRMO and PFP trucks did not stop.
04:42As soon as the water was removed, the area was immediately cleaned to open the road for traffic.
04:47Three people were taken to the hospital in Manila.
04:49One of them was a three-year-old girl who drowned in the flood and two of them were electrocuted.
04:56They are still investigating if they were electrocuted.
04:59In the inspection of the Manila City Electrician's Office, they found illegal connections or jumpers in the lights of the road.
05:07When it rains, the current flows fast.
05:11So if it really floods, there can be electricity in the area or on the ground.
05:18We cannot let our electrical facilities get flooded because it is dangerous.
05:24There are penalties for that. There are also jails for that.
05:27Meralco also visited various places to check if the supply of electricity is safe to return.
05:33It subsided. It is safe to return. We will return it immediately. Rest assured.
05:38In the middle of a dangerous flood, even though three people drowned, their house was flooded in Barangay Bagong Silangan, Quezon City.
05:47Manuel Bermas, a member of the Barangay Health Emergency Response Team, chose to go first.
05:54He poured deep water in other places to help those trapped in the flood.
05:59Earlier, he was also part of the retrieval operations of a man who was believed to have drowned in the flood.
06:05Even though we know that our lives are in danger, as long as we can help, we are happy.
06:11In the middle of the flood, a cancer patient, Mercy Absalon, also got sick in Capua.
06:18The flood reached their house in Barangay Santa Lucia in Novaliches yesterday.
06:24But she thought of the evacuees who needed food.
06:28When I am sick, I want to help. I also need help. But it is really different to be happy when you can help.
06:36For GMA Integrated News, I am Tina Panganiban Perez.
06:40I am Sanima Refrang.
06:41I am Ian Cruz, your Saksi.
06:46All of the barges that were watched and drowned in a flood in Pasig were saved.
06:51In Marikina, the life of the rescuers was almost at risk after their rescue boat sank.
06:57Saksi, Marizo Mali, and Maki Pulido.
07:08Rescue!
07:11Rescue!
07:12In the aftermath of the flood last night, the rescue mission in Marikina was about to return to the tragedy.
07:18Due to the strong flow of water on the side of the road at the boundary of Barangay Santo Nino and Malanday,
07:24the rescue boat sank. Eight rescuers were on board and six were rescued.
07:29When we were about to leave Esquinita, we had a hard time because the current of the water suddenly increased.
07:37Then eventually, the water came in and we sank.
07:42That is why the rescuers had to be rescued again, even if it was already dangerous.
07:47We were immediately chased when we were rescued.
07:50That was the first thing we did. We still took the safety of the rescuers.
07:55They were recognized and thanked by City Hall earlier.
07:59We have been googling for several months for training so that they can do this.
08:05The interoperability of each group is very important.
08:10Many of the residents started cleaning their houses.
08:14It's very hard. We have to wash our things, food, and laundry.
08:21We don't have anything to do. We don't have anything to do.
08:24In Barangay Tumanad, Omar's store was smashed because 50% of the washed grocery items were already being sold.
08:31It's still broken, ma'am. At least there is something. Even if it's small, I will return it. I need it.
08:38The City Hall has been sweeping the trash all day to avoid diseases.
08:42Many people are still visiting the evacuation centers that were started by the DSWD.
08:48The help from the national government and private individuals is important, especially the funds from the local government.
08:55Many people are worried about the wreckage of these barges of a DPWH contractor
09:02that crashed into the F. Manalo Bridge in Pasig yesterday.
09:09But the last and the 20th of these barges were rescued by the Bureau of Fire Special Rescue Force of Pasig and Quezon City last night before dawn.
09:23The man is still in pain. He was stranded in the barge for more than 8 hours.
09:29He was brought to Mission Hospital in Pasig.
09:33I'm nervous because the water pressure is very high.
09:37The barges at the back are crashing into the bridge.
09:43As far as we know, everything is safe. But unfortunately, one of the barges was left behind.
09:49But there are still many problems. When I came back, the place where the barges crashed, according to the DPWH,
09:55was tied with a rope according to the Standard Operating Procedure.
09:59Nothing bad happened. This is a purely accident and although it's still under investigation.
10:05What happened is that the current is too strong.
10:08I'm here now at the bottom of the F. Manalo Bridge where the barges that crashed into the rope are more visible.
10:15One of the barges was tied with a rope and it was really broken.
10:18So just by looking at this, we will have an idea of how strong the impact of the collision of these barges with the rope that tied the F. Manalo Bridge.
10:29The rope girders are broken.
10:31This is what holds the heavy vehicles passing through the rope.
10:34There are also many critical sections.
10:36That's why the rope is closed to the motorists.
10:39I'm not sure until when.
10:40Above, we can also see the sections on the road and the posts that fell.
10:45We requested also to give us ample time to investigate the integrity of the structure,
10:51whether we can still retrofit or totally condemn.
10:56There are alternate routes there.
10:58So right now, the F. Manalo Bridge is totally closed.
11:02The collision of the barges was initiated by the President.
11:05What we need to do there is to get an assessment as to whether or not we can reach the bridge.
11:10Aside from the rope, other barges were also hit.
11:13One of our pumping stations was also hit.
11:16One floodgate has a hole but it was not damaged.
11:21The operation was not affected.
11:24For the GMA Integrated News, Maris Umali Macipolito is your witness.
11:33Executive order to implement the ban on all Pogo in Patna,
11:37according to Solicitor General Menardo Guevara.
11:40Guevara explained that under the law,
11:43all gaming operations are under the jurisdiction of PACCOR,
11:47which is under the Office of the President.
11:51Therefore, under the law,
11:53a government policy that was ordered by the President can now be revoked.
11:58In his 3rd State of the Nation Address,
12:00President Bongbong Marcos mentioned that the Pogo operation will end in 2024.
12:07Of course, the suspect in this case is Voice Phishing,
12:11arrested by General Trias Cavite.
12:13In that mode, the victims are being called on the phone
12:17while the bankers are pretending to be able to convert their credit card points into cash.
12:24To do that, they need to be given a one-time PIN that will be sent to their bank.
12:29But that PIN is the key to access and mask the contents of the bank account when being called.
12:36The suspects were able to get cell phones and registered SIMs
12:40that they use for voice phishing.
12:43The PNP does not rule out the possibility
12:45that the suspects have connections inside the bank.
12:48The PNP will file a complaint under the Access Devices Regulation Act
12:53against the arrested suspects.
12:54The PNP is also studying the possibility of economic sabotage.
12:58The suspects are yet to be released.
13:01More than 700 boxes of different kinds of frozen meat products from China
13:06were confiscated during the raid in Marabon.
13:09The hot meat worth Php 2.5 million expired in 2022.
13:15Some of the meat was even earned by the raiding team.
13:19But some boxes were confiscated earlier
13:22because stickers were placed to show that the meat came from Brazil and was not yet expired.
13:27Based on the certification obtained by the NBI in the National Meat Inspection Service or NMIS,
13:33meat products are unfit for human consumption.
13:37The owner of the company was charged with raiding the Meat Inspection College of the Philippines.
