00:00The Philippine Coast Guard made improvised oil spill booms to contain the leaking oil from the M.V. Terranova in Bataan.
00:09BIFAR is now preparing the distribution of cash assistance to affected fishermen.
00:15Ryan Lasig is the reporter.
00:20The Philippine Coast Guard of PCG is positive that the oil spill after the M.V. Terranova in Bataan is not spreading yet
00:28that contains more than 1 million liters of industrial oil.
00:32According to PCG, the oil spill from the ship is at 50 drums per day.
00:38This is only 1 liter per hour.
00:41Yes, according to our ITOF expert, that is considered to be, that cannot be affected in our marine environment.
00:49So, this is a big development for us, particularly for our responders in the area.
00:56Actually, the diving operation is still ongoing so that all 24 valves can be closed.
01:04The target of PCG is to finish sealing the 24 valves so that the siphoning can start immediately.
01:11The target of PCG is to supply 50,000 liters per day
01:15to get 300,000 liters of oil from the ship within a week so that it can be lifted.
01:22From 10 to 14 kilometers, the oil spill from the M.V. Terranova is only four miles away.
01:29But PCG is not ignoring the fact that the oil is being sent to other parts of the ocean,
01:34so it has reached the area where the ship sank.
01:38PCG has stopped spraying dispersant because it is not effective.
01:43PCG will use improvised oil spill boom to contain the oil spill.
01:50The BIFAR is being prepared to distribute cash assistance to fishermen in Bataan, Bulacan and Pampanga.
01:58In the worst-case scenario, it can reach 11 million fishermen affected in Bataan.
02:05And it can lose up to P83 million per day.
02:09In Bulacan, it can reach 8,000 fishermen affected by the oil spill and lose up to P63 million.
02:19While in Pampanga, it can reach P7.6 million per day because of the oil spill.
02:28The local government of Bataan is studying if the fishing ban will be extended because of the risk to health.
02:35Although BIFAR mentioned that it is negative based on sensory inspection and evaluation,
02:44we will discuss together with the mayors the suggestion of the Governor-General
02:51that 4 kilometers away from the sheen is better as a precautionary measure to declare a fishing ban.
03:00There is a large presence of oil in the space of a couple of miles.
03:06Now, it has moved.
03:09That's what's up there.
03:11But what do you find down there?
03:13It's moving.
03:15That's why I said that the reporting should be done if you're not waiting for the result of the technical report.
03:21Now, in the mere experience that there's presence of oil, several days, that will affect.
03:25Meanwhile, the oil spill boom has already hit the second motor tanker that sank in the Mariveles-Bataan area.
03:32The PCG is already conducting the initial underwater assessment on the motor tanker Jason Bradley.
03:37The salvage operation is already prepared for an easier time.
03:41DILG Secretary Benjamin Abalos led the joint NDRRMC and RDRRMC meeting with BIFAR, DOH, PCG and LGUs
03:51to lay out the steps for the sinking of two ships in Bataan.
03:57Where this oil sheen and oil slick went, it's important that everything is ready.
04:02So the compass should be one. It can't be separated.
04:06That's the agreement now.
