00:54We have all sympathy for these three brilliant students who could be IAS officers in our country

01:02and today we are here to discuss one of the big issues that we are seeing in India
01:07and that's about how all these education institutes are working in India
01:13What kind of limitations are there?
01:15Is there corruption involved?
01:17How the death of three students took place in Rajinder Nagar?
01:22Who is responsible?
01:23And if the educationists of India have turned into mafia
01:29Well we are being joined by people from different departments
01:33We have an advocate, we have a retired police officer
01:37We have an educationist as well
01:39I am going to introduce you to everyone
01:41and then we are going to take further this discussion
01:45Who is responsible if Indian educationists are turning into a big mafia
01:52because it's a multi-billion business in India to educate students
01:58Well I have been joined by three of the panelists
02:01I have Alan Rao, he's a former DCP of Special Cell
02:06We have advocate Anubha Srivastav Sahay
02:08She's the president of India White Parents Association and child rights activist
02:14And then we have Mr. Braj Kishore Gupta
02:16He's an educationist and chief mentor gainship
02:21And the name of his organization is Gainstep
02:25Well first of all I'll go to Mr. Alan Rao
02:27Mr. Rao, who is responsible?
02:29What is happening?
02:30Is there corruption involved?
02:32When someone like MCD or the other departments
02:37They give them a place, the basement and everything
02:42We have figured out that there were no appropriate instructions
02:47given by MCD to run that particular place, that particular library
02:52But it was running in the basement
02:54So how does it really work?
02:56Who are the people who give these kind of...
03:02There are no restrictions on the kind of places
03:04that are being used by these big education departments
03:09Yes, this is a very serious incident
03:14which shattered the minds of so many of our Indians
03:18Especially when these three brilliant students were done to death
03:24because of some negligence on the part of...
03:27Not only negligence
03:28This is a case of culpable homicide
03:30not amounting to murder
03:32It is covered under section 105, 106 and 290 of BNC
03:37latest laws on BNC
03:41Offences has been explained in that
03:44Let me apprise of the facts till now
03:49which I have come across
03:50that this premises was being used as a library
03:55and a study room, a study place
03:57for the aspirants of the candidates
04:00who are preparing for IAS and civil services examinations
04:04and that was a basement
04:07If bylaws or building bylaws
04:09we can see that basement cannot be used for this type of purposes
04:12That is very clear
04:13The basement may be used for the purpose of storage some stuffs
04:20and particularly in some cases
04:22that some lawyers and some doctors and architects
04:27There are six categories
04:28They can be allowed to be used basement as their offices also
04:34But in this case, I must tell you
04:36there was some complaint about the sewage
04:39that water was coming into this place
04:42and there was previously a complaint as stated by the students
04:45and that was not looked after
04:48That complaint was not taken care of by anyone
04:51by the concerned officials of MCD
04:53and also there is a requirement of NOC
04:56NOC means no existence certificate by the fire department also
05:02Because the fire department also has to see
05:06if the place which is being used for the study purposes
05:09is worth using that
05:12If there is any fire incident
05:14then is there any escape route
05:16and in the basements also
05:18there is a provision in MCD bylaws
05:21that there should be another exit also
05:24There should be two exits
05:26so that in case of eventuality
05:28that there cannot be a stampede
05:30in that two exits can be used
05:32for evacuating these persons
05:34who have been trapped in any type of tragedy
05:38So this case seems to be the blatant ignorance
05:45or blatant misuse of the building bylaws
05:50and flouting the rules of MCD on these aspects
05:58So investigation is being carried out
06:00the persons I think seven persons
06:02have been arrested till now
06:04and further the investigation is being carried out
06:06and the whosoever is the responsible person
06:08in this case they will not be spared
06:10because this is a very serious
06:12you can say gruesome kind of incident
06:19There were almost 27 students who were there
06:22but when it comes to responsibility
06:25Rao IS they have come up with a statement
06:28but there is nothing more than
06:29the death of three students
06:32Well coming to Anuva Srivastava
06:34she is an advocate
06:36Ms. Srivastava what do you think
06:37what kind of actions are being taken
06:40will someone will really be responsible
06:42or it is just the decision of barring 13 institutes
06:45They have said that they are going
06:47to lock down 13 institutes in Delhi
06:51but is it enough or we just get awakened
06:54when someone dies
06:55then we are talking about it
06:56otherwise we wouldn't have even talked

07:21because what has been done by these
07:23I don't know how come such institute

07:29maybe some in other basement area

07:36they cannot get permission
07:38how they got the permission
07:39how they got the NOC from fire department
07:41all these things needs to be investigated
07:43and strict action must be taken

07:48but also against the authorities

08:53why that was not being done
08:54by the fire department
08:55why that was not being done
08:56by the MCD
08:58why all these authorities were silent

09:02in how many buildings
09:04like in Mumbai BMC conducts inspection
09:08of all the schools
09:09of all the premises
09:10whether that structure is okay or not
09:13and then they issue notice
09:15I don't know how come in Delhi
09:16such things are not happening
09:17which is the capital of our country
09:19first part is that
09:20Delhi being the capital of our country
09:22has seen such incident
09:23what means situation in other cities
09:25and small towns
09:26don't know
09:27definitely if the government
09:29will not take action
09:30then I don't think these institutes
09:32or maybe other
09:33poaching mafias
09:34or any other business
09:36people who are doing such business
09:38in the premises
09:39using basement
09:40using illegal
09:42doing illegal activities
09:43I would say that
09:44this is an illegal activity
09:46and this must be stopped
09:47so that people in other states
09:50will not do such things
09:52we living in Delhi
09:53or we know about cities like Bombay
09:56it is all in front of us
09:58it is a daily thing which happens
10:01but all these issues become bigger
10:04we can think of the basement
10:05or a library in the basement today
10:07but there are multiple places
10:09they have their
10:11you know they have their cafes

10:32they charge from 1 lakh
10:34to 3 lakh to 4 lakhs
10:36to prepare you for IAS
10:38but they cannot give you a guarantee
10:41that your child is safe
10:43in that place
10:44where you know children
10:46are being sent for studies
10:47and they're spending hefty money
10:50they are paying hefty money
10:51to all these institutes
10:53without the basic necessities
10:55or the basic infrastructure

11:06and they're absolutely right
11:07I agree with them
11:08but first of all
11:09my heartfelt condolence goes
11:12for the parents of Sreya, Tanya and Dalvin
11:16it's very unfortunate
11:18that three young lives have been lost
11:22nothing can compensate that
11:24but what I feel
11:26we are more interested
11:27in doing lip service
11:29my focus is to understand
11:31the entire situation
11:33in a holistic perspective
11:34this is a classic case
11:36of multi-organ failure

11:47and the government also

13:01we have to see education as a whole

13:06not in terms of GDP
13:07we are talking about HDI
13:09human angle is very very important
13:11what is the fund in quality education
13:14if lives cannot be saved
13:15my friend
13:16government has to wake up here
13:18government has to give priority
13:20to education
13:20and when I say priority to education
13:22it is not just the quality of education
13:24if life cannot be saved
13:26where in lies the significance
13:28and importance of quality education
13:30my friend
13:30so saving life
13:31has to be the top priority
13:33and the government cannot be
13:35exonerated from the blame
13:37all those who are responsible
13:38must be brought to books
13:40as my learned panelists

14:38before sending their kids
14:39to study to such institutions
14:41which are huge
14:42which are popular
14:44which are one of the best names
14:46in India
14:47if you want to become an IAS
14:49so what should a person
14:51what should a parent think
14:52before sending their kids
14:53to these kind of institutions
14:58my question is to all three of you
15:01see what can I comment
15:03sure sure
15:06as far as the institutes are concerned
15:08coaching institutes
15:12schools and other issues
15:14are separate
15:15but today we are discussing
15:16about coaching institutes
15:17not colleges and schools
15:19so people are facing problems
15:20even in colleges
15:21as far as coaching institutes
15:23are concerned
15:24you can see in the past
15:25four five years
15:26there's mushrooming of
15:28these institutes
15:29in every hook and corner
15:31across India
15:32so we have been demanding
15:33the government since a few years
15:35that bring a legislation
15:36to regulate these coaching
15:38institutes
15:39now the government has come up
15:40with a regulation
15:41and there are certain guidelines
15:43which these institutes
15:44have to follow
15:46otherwise their recognition
15:47will be cancelled
15:49or they will not be able
15:50to run the coaching classes
15:53so that is a good step
15:54no doubt
15:55but again implementation
15:56is a very big challenge
15:59as far as implementation
16:00is concerned
16:01we know the incident
16:02which happened in Delhi
16:04unfortunately
16:05these are students
16:06and the authorities
16:09as far as the NOC
16:11from fire department
16:12is concerned
16:13that was not in place
16:14and how they got NOC
16:16we don't know
16:16so corruption is there
16:17no doubt
16:18so even if the regulation comes
16:21we don't know
16:21whether the regulation
16:23will be implemented
16:24so parents are worried
16:25if we are sending our children
16:27to these institutes
16:28they must give us guarantee
16:29that yes your child is safe
16:31if there is any problem
16:32it's not only about the incident
16:34which happened
16:34if there is any mental problem
16:36the students are facing
16:37like in Kota and all
16:38whether they will be getting
16:39any counselor
16:40but so many things are there
16:42so it's high time
16:42that everybody
16:44should come forward
16:46not only that
16:46the coaching institutes
16:48or the government
16:49or the authorities
16:50every stakeholder
16:52who are involved
16:53must come forward
16:55to bring reform
16:56in education system
16:57in our country
16:58otherwise it is very difficult

18:46take a space
18:47when the
18:49the students could accommodate
18:51in a very proper environment
18:53not in the basement
18:54but in some other floor
18:56which having a good light
18:58good air

18:59because if they are being paid heavily
19:01then they should also take care
19:02of the welfare of the students

21:37to get job

21:39so why is that happening
21:41so the question comes
21:42we have to revisit
21:43our education system
21:45what do I mean by that
21:47the curriculum system
21:48the curriculum that we have
21:50has to be restructured
21:52why can't we have
21:53teachers
21:54why can't we have
21:55study materials
21:56for our students
21:58that will prepare them
21:59for competitive exams
22:01like CLAT
22:03like civil services
22:05like engineering
22:06why can't we do that
22:08the problem is
22:09we are focused exclusively
22:11on an event that happens
22:13and we have discussions
22:14and debate on that
22:16and thereafter
22:17everything is forgotten
22:18till an untoward incident occurs
22:20so to conclude my friend
22:22I say
22:23we have to understand
22:24that the strength of India
22:26has always been education
22:28it was not for nothing
22:29that it was said
22:35that is not happening today
22:36we have to revisit
22:37our education system
22:39and in this context
22:40NEP has done a good job
22:41by bringing focus back
22:43on entrepreneurship
22:46on internship
22:49and on creating jobs
22:51but the other aspects
22:53how can we make
22:54our educational system
22:56across the nation
22:58competitive
22:59in terms of preparing
23:00our children
23:02only then
23:03only then can such
23:04mushrooming of educational institutions
23:07be stopped
23:08otherwise we will go on
23:09blaming and blaming
23:10and that will not
23:12resolve the malice
23:15which is eroding
23:16the very fabric of the nation
23:19however it seems
23:21it's a long way to go
23:22when we look at
23:23the number of institutes
23:25that we have
23:26the amount of money
23:27that is involved in it
23:29it seems like
23:30India has a long way to go
23:31if we want to reform
23:33our education system
23:35we know that the governments
23:36have been saying
23:36that they will be reforming
23:38and they are into the process
23:40they have of course reformed
23:42so much of the syllabus
23:44but let's see what
23:45how it goes
23:46in terms of you know
23:47reforming the higher education
23:49which is the demand
23:50of the country
23:51demand of so many youngsters
23:53who are who are jobless
23:56and of course I understand
23:57when you talk about
23:58that it all erupts
23:59from one place
24:00that of course
24:01everybody needs a job
24:02and millions of
24:03millions of students
24:04who are there
24:05they are still struggling
24:06they are trying for IAS
24:08for NEET
24:09for so many big exams
24:11that happen in India
