00:00The United States President Joe Biden reached an agreement with the Filipinos who were affected by Hurricane Karina and Tabagat last week.
00:08He reached an agreement through the visit of two senior U.S. officials in the country.

00:16The United States President Joe Biden reached an agreement with the Filipinos who were affected by Hurricane Karina and Tabagat in the Philippines.
00:27He reached an agreement with his U.S. officials, Secretary of State Antony Blinken and United States Secretary of Defense Lloyd Austin,
00:35when they gave a courtesy call to President Ferdinand R. Marcos, Jr. earlier.
00:39At the same time, their willingness to help those affected.
00:57It really is great to be back in country again and also his offer of condolences for those who have been affected by the storm.
01:09I've said a number of times that we're more than allies, we're family and it always feels that way when I'm working with our colleagues.
01:18The two U.S. officials were in the Philippines to attend the fourth Philippine-U.S. Foreign and Defense Ministerial Dialogue or 2 plus 2 Dialogue.
01:27This was led by the Department of Foreign Affairs Secretary Enrique Manalo and Department of National Defense Secretary Gilberto Chedoro, Jr.
01:35But we are very happy to see you once again. I'm a bit surprised considering how interesting your political situation has become back in the States,
01:47but I'm glad that you found the time to come and visit with us.
01:51The purpose of the Dialogue is to strengthen the alliance between the Philippines and the United States.
01:56This is done through supporting the rules-based international order,
02:00helping the economy and the solution to regional and global security challenges.
02:06They were delighted to be joined by President Marcos of Malacanang.
02:09Welcome back to the Philippines.
02:12I'm always very happy that these communication lines are very open so that all the things that we are doing together in terms of our alliance,
02:27in terms of the specific context of our situation here in the West Philippine Sea and in the Indo-Pacific are continuously examined and reexamined.
02:38So we are agile in terms of our responses.
02:42The U.S. officials thanked President Marcos for his warm welcome.
02:46Mr. President, thank you so much. Thank you for the, as always, the warm welcome.
02:50I bring you greetings from President Biden, Vice President Harris, along with Secretary Austin.
02:55Blinken added that the 2 plus 2 Dialogue is historic because this event is a first for the Philippines.
03:03It's, I think, really evidence of a steady drumbeat of very high-level engagements between our countries
03:09that are covering the full range of issues and opportunities that bring us together, not only security but also economic.
03:16And we're truly grateful for this partnership.
03:19We look forward to a very good day with our colleagues and to further advancing the critical work that we're doing together.
03:25Austin was positive about the continued strengthening of the relationship between the two countries in the coming years,
03:31which President Marcos thanked.
03:35You know, we have common interests, common values.
03:38And so, I think we've done a lot over the last three and a half years to continue to strengthen our alliance.
03:45And we look forward to continuing to work with you and your team to move even further.
03:52All of the things that we have done in the previous months has been really, serves really to make all our alliances and partnerships more,
04:06actually have a working relationship in the sense that lines of communications have been opened.
04:17And it's, again, we are doing many more things together.
