00:00Following the heavy flooding in Metro Manila last week,
00:04President Ferdinand R. Marcos Jr. gave the D.E. that the priority of the government
00:10is to protect the safety of Filipinos whenever there is calamity.
00:14This is what Alan Francisco has to say.
00:18The safety of Filipinos is the priority of the government.
00:21President Ferdinand R. Marcos Jr. also gave this D.E.
00:25in a sectoral meeting in Malacanang,
00:27which was a summary of the government's response to the flooding.
00:30According to President Marcos,
00:31he ordered the government's agencies to ensure that the public can receive a warning
00:37or a warning in the event of a storm.
00:39It also includes clear instructions or guidance
00:43on where to immediately run,
00:45to always be on the lookout,
00:46and to ask for help.
00:48In addition, President Marcos,
00:49the government is committed to using innovative technology
00:53to protect life from calamities in the future.
00:57Meanwhile, in the briefing,
00:59the Department of Public Works and Highways,
01:01Secretary Manuel Bonoan,
01:03said that the government's flood control programs
01:07are effective
01:09to reduce the particular flooding in Metro Manila.
01:11For me, I think, well, it helped a lot, actually.
01:15It helped a lot, the initial flood control programs
01:19that have been implemented over the years.
01:21We can't say that it was all in vain.
01:24And this is evident enough that
01:27what we were saying before,
01:30the floodwaters stayed in Metro Manila for more than two weeks.
01:35Now,
01:36with some of the flood control projects that were implemented over the years,
01:41the engineering interventions and other projects that were implemented,
01:49we can see that the floodwaters have receded quite faster than before.
01:55Secretary Bonoan assured that the funds used in the infrastructure
01:59helped to reduce flooding,
02:02not only in Metro Manila,
02:03but in other parts of the country.
02:05We need it now,
02:08immediate protection of low-lying areas
02:11through flood control projects all over the country.
02:14Because the river basin program
02:16is holistic, but it may take a little time
02:19to implement all the components of the river basin program.
02:23This agreement of Kalihim was approved by MMDA Chairman Romando Artes.
02:28Regarding if the money was wasted, I don't think so.
02:31Because there are also areas that used to be flooded,
02:36like Vista Royal in Quezon City and LGB.
02:40In the past,
02:42the water almost reached the people there.
02:45But in Baguio-Carina,
02:48there is no flood in the subdivisions there.
02:52That is because of the flood control measures and projects
02:56that were implemented by DPWH,
02:58particularly in Marikina River and Pasig River.
03:01Artes was also surprised to see on social media
03:05that the agency received more than P700 billion budget
03:08for flood control in the past two years.
03:12So, the P787.6 billion is fake news.
03:19In fact, in the history of MMDA,
03:23we are already 49 years.
03:25Maybe our total budget in those 49 years
03:29is not yet P87 billion.
03:32So, it is wrong to spread the post
03:37P787.6 billion is the budget of MMDA
03:42for flood control projects in the past two years.
03:45In the so-called sectoral meeting,
03:47Secretary Monoan instructed President Marcos
03:50to complete more than 5,000 projects
03:53from July 2022 until May 2024,
03:57or the day the administration took office.
04:00And I also informed the President
04:02that continuing with the flood control projects
04:06all over the country, we are going to implement,
04:08continue to implement more than 5,000 flood control projects.
04:14Alan Francisco for Pamansang TV in Bagong, Philippines.
