Old Rajinder Nagar tragedy: Drishti IAS breaks silence| Watch what Vikas Divyakirti had to say?

Days after three UPSC aspirants were killed in the basement of an IAS coaching centre in the Old Rajinder Nagar area due to flooding, Vikas Divyakirti, a popular teacher and Drishti IAS owner, has finally broken the silence on the issue. Divyakirti explained he did not want to say anything based on incomplete information. In a statement, he said, "We regret that we are late in presenting our view. We did not want to say anything based on incomplete information. We are sincerely apologetic for this delay."

00:0027th of July was that fateful evening when gallons and gallons, liters and liters of
00:06water gushed into the basement of Rao's coaching institute in old Rajinder Nagar.
00:13And three days later, we have Drishti IAS issuing response to this whole scenario.
00:21What is Drishti IAS?
00:23It is one of the premier coaching institutions where the name Vikas Divyakirti also you would
00:30have seen making headlines earlier during the month for his comments on a lot of things,
00:36be it the governance, be it the quality, be it education system and everything.
00:41Why everyone was gunning for Drishti IAS?
00:44Because Vikas Divyakirti, whom many revere as one of the topmost teachers and mentors
00:52who ensures successful entry into the most premier elite services in India that is the
00:59UPSC, Drishti IAS also runs institutions and coaching classes which are based placed in
01:06the basement, which is illegal.
01:08Drishti IAS also takes a lot of money as far as any other as any other IAS institute would
01:15do.
01:16But whether the facilities given to the students are top notch or not, that also remains questionable.
01:23And not just for Drishti IAS for others also, we have Shivam Jha with us who has studied
01:28in one of the Drishti IAS classes in Karol Bagh in New Delhi, which is in the basement
01:36and that basement office has been sealed.
01:38So the question was, the person who speaks so highly or speaks on anything and everything
01:44under the sun, why that person why that institution was silent, what they have mentioned as of
01:50now in this letter, Shivam, you have gone through this.
01:54Help us understand, the pointers that they have given here, where does it start and what
01:59does it mean?
02:00They have tried to explain the governmental rules having inconsistent, you know, they
02:06have found that there are some rules which have the laws and that is inconsistent.
02:12And they have put some names, you know, laws name, that like Master Plan of Delhi 2021
02:20and then National Building Plan, and then another names they have taken.
02:23So they have suggested that there are rules, which has inconsistency.
02:28And they have, you know, blamed the DDA, Delhi Development Authority, MCD, and fire department
02:35not having, you know, consistent rule to follow for their, you know, coaching centers.
02:40They have requested also government and they are, they have told the MCD that they whatever
02:45they have taken the action is right, right.
02:48So for the benefit of the viewers, let me read it out.
02:50We have the Hindi copy of their press release.
02:53It says,
02:54The problem associated with the coaching institutions is not as simple as it appears on the surface.
02:59There are many sides to this, whose lines are associated with the lack of clarity and
03:03contradiction of the laws.
03:05There is inconsistency in the rules laid by the DDA, MCD, and Delhi Fire Department.
03:17Similarly, Delhi Master Plan 2021, National Building Code, Delhi Fire Rules, and Unified
03:21Building By-laws also have inconsistency in the provisions.
03:25Delhi Master Plan 2021 has not given clear provisions for coaching institutions in any
03:30of the documents.
03:31It is hoped that when the central government will issue a report, it will be included.
03:35Now look at this scenario.
03:37It took three lines.
03:40Three lines were snuffed out and then a premier institution like this, or for that matter
03:45Rao, or many other institutions which are there in old Rajinder Nagar are waking up
03:49to this reality that yes, there is a problem in the system.
03:52What were you doing till now?
03:53Why were you running it?
03:54If you talk about ethics in UPSC, it was unethical.
03:55Where did your ethics go?

03:57There is one paper in UPSC, GS4, that is ethics paper.

03:59And primarily the UPSC teacher, Divya Kirti sir, he used to teach ethics, and he is the

04:43particular number of seats are given to them.
04:45The question arises that even before this, there was a situation, you were taking money,
04:49you have already created 8 hotels.

04:55Can you believe that, how much money that Delhi metro would have got for that?
05:00They are taking 2 lakhs, you know, minimum charges.
05:03From the students?
05:04From the students, from one student.
05:06And they have in one batch, 300 students minimum.
05:09So you can imagine, they are looting the money.
05:12And they are not providing the security.
05:14Again, see, I mean, that's another refrain that, you know, we'll be discussing at a different
05:20point of time.
05:21Yes, they have the quality for sure.
05:23But then the question is, if you are throwing the caution and the rules to win, and later
05:29on, when you are caught napping, then you start, they are mentioning the 40 years experience
05:38of their workers.
05:40Just so that we don't misquote them, I am reading it out.
05:44This whole incident percolated to the fore only because of a rainy, rain related incident.
05:53Drishti IAS is giving clearance and clarifying that their buildings follow the fire rules.
06:36They have taken the step afterwards.
07:01You know, the incident took place.
07:31I wanted to add something that Drishti IAS has released this press release, you know,
07:46right now published this press release.
07:48After three days, when the protesters, you know, the students came out on the road, they
07:53tried to, you know, throw the stones on the Drishti IAS, you know, coaching centers.
07:58They tried to hit them.
08:00They tried to mock them, you know, with the making photos, you know, then this response
08:05came like, now you can imagine how insensitive they are.
08:10They would have come, you know, after the incident.
08:13That's what the whole premise of this discussion is, Shivam.
08:15And that's why they have, they knew that people will question this.
08:18That's why I have mentioned 27th evening, the incident happened 30th of July is when
08:23the press release has come out at that in the afternoon.
08:26The very first line it says,
08:37And they knew it that this question would be asked that why there was this radio silence
08:41from their side.
08:42And hence, the very first point in this almost a 1200 page, 1200 worded press release, they
08:50have halved down to that fact.
08:52Now, if we see, what is the basic necessity that students need there immediately?
09:23Sometimes, usually the wires of the electricity, that is also there.
09:28So, people can lose their, you know, lives from that wire.
09:32So, there is multiple, you know, problems there.
09:35And students are facing,
09:52There is a separate burden of room.
09:54There are brokerage people sitting there, brokers.
09:56That is a separate burden.
09:57And because of that burden,
09:58Brokers are saying that the land there, you get 80-88 acres of land for 2 crores.
10:05So, whoever will buy it, he will not rent it for 5,000 rupees.
10:09So, he is sitting on a land mine.
10:11So, for that, the government should reduce the circle rate.
10:14That should be ensured.
10:15That is not happening.
10:16If the investor is investing money there, it is also fair for him.
10:19So, how is the cost reduced?
10:21The brokers have to be removed.
10:23They have to remove the brokers.
10:25Now, the demand, you know, they have put the 5 demands.
10:28The students who are protesting.
10:29And they have put the 5 demands.
10:31And the 5th demand is to remove the brokers from the middle.
10:34Now, they are saying, remove the brokers.
10:36Talk about me and the owners directly.
10:38I want to talk to the owners of the buildings.
10:41This is again a cyclical process.
10:44There is an app called No Brokerhood.
10:47Which means that they don't take brokerage if they suggest you.
10:50Then, how do they earn the money?
10:52They increase the rent of the house.
10:54They get brokerage from there.
10:56So, there is no way as of now.
10:58I mean, if you talk about feasible solutions.
11:00Removing the brokers.
11:01The brokers are there like cockroaches.
11:04So, how can you remove them?
11:05They will sit on the protest then.
11:07So, I think somewhere there is a demand and supply issue.
11:11Somewhere there is also a problem that the government will have to fix the circle rates.
11:15And the students will also have to see.
11:17If the students are coming to study in these coaching institutions.
11:20What is their success rate?
11:21You were saying that around 2000 students apply.
11:23Out of them, 700-800 students get selected.
11:26So, that is also a big factor.
11:288 lakh people.
11:298 lakh people apply.
11:30Out of that, 800 students get selected.
11:33And in this, Vikas Devikrity Sir has written.

11:37The rules that he has just mentioned.
