00:00PhilHealth is recommending to President Bongbong Marcos to lower the monthly contribution of their members.
00:07That is in the middle of the agency's payment due to the return of almost 90 billion pesos
00:14from the government's unused subsidy.
00:17Ma'am Gonzales has the news.
00:23PhilHealth's monthly premium is now 5%.
00:25For example, if a direct contributor earns 10,000 pesos a month,
00:31his monthly contribution is 500 pesos.
00:34PhilHealth is now saying that they will recommend to President Bongbong Marcos
00:38to lower the contribution of their members.
00:40This is what PhilHealth said after listening to the Senate Committee on Health
00:44that they still have 500 billion pesos in their fund.
00:47I will convene our team and we will recommend for a reduction in the premium rates,
00:53contribution rates to President Marcos.
00:55Before this, the Senators promised to lower PhilHealth's payment of almost 90 billion pesos
01:01from the government's unused subsidy.
01:04They hoped that it will be used only for patients.
01:06Why should we return the 90 billion?
01:09Why are PhilHealth's benefit packages still not enough and there are still out-of-pocket patients?
01:14Before you lower the payment, think about what can be used for that money.
01:20PhilHealth explained that it is legal to lower the fund to the national government.
01:25It was also not taken from the contribution of the members.
01:28It doesn't mean that because the 90 billion is gone, PhilHealth will lose money.
01:32Why don't you use your fund for the poor, for the patients who are in need,
01:37so that your money will not be taken away by the Department of Finance?
01:44We are very, very aggressively enhancing all of our benefit packages.
01:49In fact, we did an initial 30% across the board last February 14.
01:54And we are already in the process of doing another round of 30%, right?
02:00So it's really continuous.
02:02Finance Secretary Ralph Recto also faced criticism.
02:05He said that the GCG and OGCC agreed that it is legal and does not include a fund that is prohibited to be used
02:11in accordance with the Universal Health Care Act.
02:13He also said that the money will not be invested in the Maharlika Investment Fund,
02:17but in unprogrammed appropriations or government projects that do not have a specific source of funding.
02:23To fund the unprogrammed appropriations, Congress determined that there is another way,
02:30aside from new taxes, as well as debts.
02:34And this is through collecting from those who sleep and do not use money from the GOCCs,
02:44that we are still paying interest.
02:46But some doctors are still talking about not reducing the fund for health care.
02:51We are the ones who are being approached, we are the ones who are by their side in the fight.
03:02PhilHealth's help is not enough.
03:06Let's not call it savings because this is our debt to them.
03:13This should not be taken lightly.
03:15While the intent of the government to help the economy through the transfer of the funds to the national budget
03:23may be meritorious, the means for its achievement is definitely in violation of the law,
03:29especially if the health sector is being robbed of their rights due to it.
03:34Mav Gonzalez reporting for GMA Integrated News.
03:38PhilHealth's plan of recommendation to President Bongbong Marcos to lower premium contributions has been approved.
03:45We will talk to PhilHealth's acting vice president for corporate affairs group, Mr. Ray Balenya.
03:52Good morning and welcome to Balitang Hali. This is Connie Cisun.
03:55Good morning Ma'am Connie and of course to all the listeners of Balitang Hali.
04:00Sir what is your consideration regarding the recommendation to lower the premium contribution of PhilHealth's members?
04:07If that will continue, how much will it be lowered?
04:12Ma'am Connie, of course our primary consideration here is the well-being of our members.
04:18In the light of this development, this was proposed by our President and CEO, Sir Mandy Ledesma Jr.
04:28So now we are studying this plan and if we have a plan, we will convene our executive committee
04:40so that we can recommend to our PhilHealth board and eventually to President Bongbong Marcos Jr.
04:47Is there a reason for your recommendation to lower the premium contribution?
04:53This is the Senate's recommendation regarding the return of P90 billion, Sir?
04:57Well, our primary consideration here, Ma'am Connie, is the well-being of our members.
05:08It is also provided in the law that if we have an excess fund,
05:14it can be used to improve the benefits and also to reduce our contribution.
05:23So this is the provision of the law that we are looking at so that we can benefit our members.
05:31So it has nothing to do with your recommendation?
05:36Well, we can say that it is part of it. This is what we are always looking at.
05:43Ma'am Connie, that is our position.
05:46All right. If we lower the premium contribution, it might have an effect on the fund and the benefits that PhilHealth will allocate.
05:56Well definitely, we will look at the impact.
06:00We will look at the appropriate level of reduction.
06:04For now, we do not have any information about this.
06:10But what we can assure our members is that it should not affect our benefits.
06:17In fact, Ma'am Connie, our benefit enhancement has already been programmed.
06:21We started it last year and it will continue as directed by our PhilHealth board.
06:27Okay. Some healthcare groups said that PhilHealth's assistance is not enough to address this.
06:33But there is an excess of funds.
06:36What is your position on this so that it can be improved?
06:40You said that you already have programs in the pipeline.
06:43But what can you say about the lack of receiving the benefits of the PhilHealth members?
06:53Yes, Ma'am Connie. We acknowledge their concerns about this and this is what we are urgently addressing.
07:02Last year, we enhanced our dialysis package and we increased it to Php4,000 per session.
07:12There are certain conditions that are high burden for our patients and we increased it more than double.
07:19Earlier this year, I followed your report that we increased 30 percent of all the case rates.
07:27After that, Sir Manly Ledesma instructed us to study for the next round of increase.
07:35So for this year, we were able to improve our benefits.
07:41So in due time, Ma'am Connie, our members will really feel their benefits from PhilHealth.
07:48Sir, some groups are saying that they can lower the amount they are paying.
07:56Why only now?
07:58And if benefits can be increased, why only now?
08:02Are there specific things that happened that could have been done earlier but were not done?
08:12Well, we are just lagging behind in our benefit enhancement program.
08:16But like what we said earlier, Ma'am Connie, we started that once it normalized.
08:22We are lagging behind in our benefits enhancement program.
08:29This is a possible reduction in our premium contribution.
08:33As I said earlier, this is in accordance with the law.
08:37As a recognition of the condition and situation of our fellow countrymen who are still affected by the pandemic,
08:46who are having a hard time,
08:48this is an option that we are implementing now.
08:52Alright, thank you very much for your time here in Balitang Hali, Sir.
08:56Ma'am Connie, thank you very much and long live to you.
09:00That was Acting Vice President Ray Balenya of PhilHealth.
