00:24The government will not stop supporting the Bangsamoro Autonomous Region in Muslimindanao, or BARMM.
00:33President Ferdinand R. Marcos, Jr. assured in a ceremonial turnover of the third progress report of the National Government-Bangsamoro Government Intergovernmental Relations Body, or IGRB in Malacanang.
00:46So together, let us continue to build a future where peace, progress, and unity prevail.
00:53May our collective efforts to bring about positive change for the BARMM and our nation be realized sooner rather than later.
01:01The IGRB report includes the successes of BARMM as an autonomous region.
01:06I am honored to submit this report which not only outlines the achievements of the current IGRB,
01:12but also encapsulates our hard work and dedication in realizing our aspirations for a BARMM that is the epitome of fulfilled promises, peace, and progress.
01:25As you know, we have already convened and activated all seven IGRB mechanisms under the BOL in less than two years.
01:34This was acknowledged as well by PBBM in his sauna, and he even noted that these mechanisms will guarantee effective and constant consultation between the Bangsamoro and national governments in the fundamental aspects of governance.
01:51I am confident that we are on the right path to building a more peaceful, stable, and prosperous Bangsamoro region as we find responsive solutions to the remaining issues and concerns that still need to be addressed.
02:05President Marcos also added that the National Government and the Bangsamoro Government will definitely assist in advancing the aspirations of the region and its citizens.
02:15The President also noted the developments in BARMM, such as the qualification and commissioning of former members of MILF and MNLF to the Philippine National Police and others.
02:26Through these mechanisms, we have witnessed significant achievements.
02:31First, the qualification and commissioning of former MILF and MNLF members into the Philippine National Police.
02:39Second, the inclusion of the proclamations granting amnesties to former members of the MILF and the MNLF, which was issued last November 2023 and concurred with by the House of Representatives and the Senate.
02:57Third, is a successful turnover of various properties and assets of the National Government within the BARMM to the Bangsamoro Government.
03:07And lastly, the signing in July last year of the Intergovernmental Energy Board Circular on the Joint Award on Petroleum Service Contracts and Coal Operating Contracts in BARMM.
03:19President Marcos also urged the Department of Budget and Management to implement the Intergovernmental Mechanisms that will complete the autonomy of the region, especially in the upcoming BARMM elections next year.
03:33With the forthcoming elections, I urge the Department of Budget and Management Secretary and Co-Chair of the IGRB to expedite the finalization of the IGRB Manual of Operations and Resolution of Identified Issues.
03:47The manual will clarify the roles, the functions that facilitate a proactive monitoring of issues and establish a system of continuity amongst those mechanisms.
