00:00to strengthen and improve the relationship and cooperation of the media and the police.
00:06That is the focus of the new project led by NAPOCOM and UNESCO.
00:11Let's take a look at the details here.
00:15Our National Police is one of the agencies leading the investigation of crimes and other incidents.
00:23They are here with the media to bring the truth to our countrymen.
00:32And to further strengthen their partnership,
00:35led by the United Nations Educational, Scientific and Cultural Organization or UNESCO
00:42and National Police Commission or NAPOCOM,
00:45they created the Rule 16 of the Philippine National Police Manual
00:50or the Rule on Media Relations, Safety of Journalists and Media Practitioners
00:56and Enhancing Freedom of Expressions and Access to Public Information.
01:02The rule 16 is going to help increase and improve the mutual understanding of the role of the police,
01:09the role of enforcement and also the media.
01:12Two parties need to understand one another best on what they do and what they have to do
01:17and how to also support each other.
01:19In this rule, the duties and responsibilities of our police
01:25when it comes to media relations as well as the giving of information to the media
01:30This training is very significant for the local police
01:34because we all know that the media and the PNP has a common goal for public interest.
01:40The Presidential Task Force for Media Security,
01:43which became a part of the creation of the PNP Rule 16,
01:47will continue to work until the so-called protection of our police is implemented.
01:54As soon as this becomes effective after due publication,
01:59we will start conducting regional workshops or meetings
02:07about this new regulation so that the PNP and the public information officers will be informed.
02:15At the launching event held, the discussion became heated
02:19where the participants exchanged opinions and suggestions.
02:25I find it crucial that the training on this Rule on Media Relations and Safety of Journalists
02:34because in reality, the engaged media practitioners are mostly chief of police,
02:41not localities, municipalities, and cities.
02:44I really feel that the Rule 16 will help greatly in the image building of the PNP
02:50as well as establishing conflict-sensitive information relays to the public.
02:56This will help especially our students in the Philippine National Police Academy
03:02in their preparation as law enforcement and public safety officers.
03:07It will greatly help the cadets to understand the work of media and the police.
03:12The implementation of Rule 16 is a step towards the progressive assistance of the media and the national police
03:20and it shows that they are only aiming for one thing,
03:26to expose and ensure the truth.
