A special programme, expected to begin from Oct 1, will be introduced to allow Class B1 and B2 motorcycle licence holders to be automatically upgraded to the B category, says Transport Minister Anthony Loke.

At a press conference at the ministry on Friday (Aug 2), Loke emphasised that holders must meet specific conditions to ensure competency before transitioning to higher-powered bikes.

00:00The Ministry of Transport has reviewed the proposals that have been put forward by the
00:08Honourable Deputy Prime Minister, Datuk Seri Zaid Omidy, so that there is a framework
00:13in which the holder of the B1 or B2 class motorcycle licence in Malaysia can obtain a B class motorcycle
00:22licence.
00:23The review of the proposals has been completed and has been put forward by the Ministry of
00:29Transport.
00:30We have had discussions with various stakeholders, including in-depth discussions between JPJ,
00:36MYROS and also at the highest level of the Ministry of Transport.
00:41I would like to inform you about the implementation of this special programme, such as the review.
00:51Firstly, the special programme will be introduced to the holder of the B1 or B2 class motorcycle
01:00licence in Malaysia to obtain a B class motorcycle licence.
01:06The conditions for the holder of this special programme are as follows.
01:11Firstly, the holder of the B1 or B2 class motorcycle licence must be active for a minimum
01:20of 10 years.
01:22This condition is to ensure the level of competency and experience in driving a motorcycle,
01:29for all individuals before switching to a large-scale motorcycle.
01:34We have decided not to limit the age limit, but to look at their level of experience,
01:43which is a minimum of 10 years of experience in driving a motorcycle in the B2 class.
01:53With this 10 years of experience, they are qualified to take this programme.
02:00The holder of the B1 or B2 class motorcycle licence must be free from any illegal activities,
02:05such as breaking a law, breaking a trade agreement, breaking a heavy crime record, or anything
02:10that is not completed under Article 333, i.e. the Road Traffic Act.
02:14The health and physical health assessment must be carried out in a self-declared manner,
02:19i.e. self-declaration.
02:20The holder of the B1 or B2 class motorcycle licence must be assured that he is healthy.
02:25This is simplified, but he cannot deceive himself.

02:38Fourth, attending and taking part in the training and adjustment programme
02:42for motorcycle vehicles with a power of 500 cc or more,

03:07This assessment is very important to ensure the level of competency and effort of someone
03:12to control a motorcycle with a power of 500 cc or more,
03:14in order to improve the level of safety of the individual.
03:18So this is one of the conditions,
03:21apart from having 10 years of experience,
03:24they only need to go to the Institute of Governance for one time only.
03:28Compared to if you want to take a B1 full licence,
03:31you have to take 16 hours and tests and so on.
03:35So now we simplify it.
03:37He only needs to come once.
03:39Once he is registered at the Institute of Governance,
03:41he has to do two hours of training,
03:43and after that he has to do the assessment,
03:45by a qualified training officer.
03:48So all the processes can be carried out in the same day.
03:52So he does not need to take a few days off to take this licence.
03:56So only one day he goes to the Institute of Governance,
03:58any Institute of Governance that has this course,
04:01two hours for practical training,
04:07no theory training,
04:09no theory test,
04:11no need for any theory test,

04:25For the purpose of running this special training program,
04:28the charge is set at a minimum,
04:32which is RM160.
04:34This RM160 is given to any candidate
04:36to cover the operating costs involved in IIM.
04:40This cost is a cost that we set as a ceiling price to IIM.
04:45IIM can only charge ceiling or maximum RM150.
04:51RM10 is the charge for JPJ,
04:54or fee,
04:55fee payment to JPJ.
04:57So the maximum amount that can be charged by any IIM

06:22This special training program does not have a deadline,
06:25and will continue until a time
06:27that will be determined and announced later.
06:29So we do not have a fixed time,
06:33starting October 1,
06:34when they can do it.
06:38Combining B1 class with B.
06:40This is the second announcement.
06:42In addition to the implementation of the special training program above,
06:45B1 class will also be combined with B1 class.
06:52So after this,
06:53there is no need to take tests
06:56for B1 class.
06:58There is no more B1.
07:00If B2 has 10 years of experience,

07:40For B1 class holders,

07:45or can run a special program above to get B class
07:49if they meet the requirements set.
07:52If you are ready to get LMM class B,
07:56the cost ceiling is RM900.
07:59There is a 2-hour theory class,
08:01LITA training,
08:02and a 9.5-hour training program,
08:04the total is almost 12 hours.
08:06So now we summarize and simplify.
08:10The cost ceiling is only RM160 compared to RM900.
08:13There is no theory class.
08:15The LITA training class and training program are only 2 hours.
08:20It can be done on the same day.
08:22So they only need to go once to any driving institute.
08:26The condition is that they must have 10 years of experience.
08:29Why do we put this condition?
08:31We don't want an individual who is only 16 years old,

08:38he can immediately do B.

08:45We understand there is a demand to facilitate this process.

08:49we also see that there needs to be a balance.
08:53If we want to do this program in a simplified way,
08:56he needs to have 10 years of experience.
08:58But for any individual who does not have 10 years of experience,

09:04but through a process like usual.

10:27This is not automatic.

10:38we do not know if the driver is really competent or not.

10:44the bikers' associations understand,
10:47that we also have our requirements,
10:50our needs to see the competency.
