00:21during the Duterte administration,

00:23the Poster Boy of the War on Drugs was presented to the Quadcom Panel of the 4 House Committees.

00:30In his testimony, Police Lt. Col. Jove Espinido said

00:35that there is a quota system that the Philippine National Police followed in Oplan, Tukhang,

00:40including the killing of those on the drug list.

00:44The other quota and reward system,

00:50the police know that if someone dies on the watch list,

01:00there is a reward system to be given.

01:03Your Honor, whether it is a crime or not,

01:06whether it is a genuine bypass or not,

01:11that is what I understand from the two types of reward and quota.

01:18Espinido said that the leader of the PNP is behind all of this,

01:22starting with the then PNP chief and now Senator Bato De La Rosa.

03:50Padilla was the warden of Davao Prison and Penal Farm when two inmates killed three Chinese drug lords.

03:59According to some inmates who investigated the Quadcom,

04:02Padilla knew about the transfer of one cell to five inmates so that they can commit the murder.

04:08Padilla will be held not in the camera but in Bicutan City Jail for 30 days.

04:15Padilla denied the allegation.
