00:00The Ombudsman accused the former Health Secretary Francisco Duque III and the former Budget Undersecretary and DBM Procurement Service Executive Director Lloyd Christopher Lau

00:15of violating the Anti-Graft and Corrupt Practices Act after the government lost the alleged P1.65 billion.

00:23This is a 4% service charge imposed by the PSDBM for the alleged P41 billion transferred by the DOH to the PSDBM from March to December 2020

00:35as a result of the COVID-19 pandemic.

00:37According to the Ombudsman, this was to be bought by COVID-19 detection kits, extraction machines, ventilators, personal protective equipment, surgical masks, cadaver bags, and test kits.

00:48Duque said that he allowed the transfer of money to the PSDBM for COVID-19 medical supplies even though the DOH has an obligation to do it directly.

00:59The PSDBM did not ask for medical items in its inventory.

01:03According to the Ombudsman, the PSDBM did not need to buy supplies for the DOH because it is slow in implementing the project and the DOH can afford it.

01:13The DOH did not ask for a Memorandum of Agreement and did not issue a liquidation of the previous transfer of funds.

01:21The DOH was blamed for accepting the funds even though the DOH does not have COVID-19 medical supplies and equipment in its inventory and did not follow the law of procurement.

01:32The case was raffled in the First Division of Sandigan Bayan, but there is still no settlement or arraignment.

01:38Duque said that there is no basis for the case and that it is not fair and painful. He will prove his innocence.

01:46It is legal to transfer funds during a public health emergency.

01:50He will prove that the money was used to buy PPEs and pandemic supplies to protect the lives of many Filipinos.
