00:00Dear colleagues!
00:07As you all know very well, the hot phase of the Ukrainian crisis began two and a half
00:11years ago, when Russia was forced to launch a special military operation to protect the
00:16residents of Donbass and to eliminate the threats emanating from Ukraine.
00:21Today it is already known for certain that this phase would not have begun if our former
00:26Western partners had not pumped Ukraine with weapons and prepared it for a conflict with
00:31Russia, hiding behind the Minsk Agreements approved by the UN Security Council by Resolution
00:372202 in 2015.
00:42In fact, there would not have been a Ukrainian crisis if Washington and its allies had not
00:48brought to power in 2014, as a result of an unconstitutional coup, a radical nationalist
00:53opposition, which immediately took a course to squeeze out of the country everything connected
00:59with Russia, our common culture, language and our common history.
01:08As a result, the Kiev regime unleashed a war against a population of the east and southeast
01:13of Ukraine that same year, which we came to stop in February 2022.
01:19And thus, the destructive role of the West in this ongoing Ukrainian tragedy is obvious.
01:25The Ukrainian leadership, as we all know today, had an excellent chance to get out of this
01:30vicious and destructive circle with dignity a month after the start of our special operation.
01:40Then the necessary bilateral documents were initialed in Istanbul.
01:48However, a number of Western leaders, in particular, former British Prime Minister Boris Johnson,
01:57convinced President Zelensky to reject this agreement.
02:01Because with the help of Western weapons he would allegedly be able to defeat Russia and
02:05return the country to the 1991 borders.
02:15The motives of the insidious Westerners are absolutely clear to us.
02:19They did not spend so much effort and money forming an anti-Russia out of Ukraine, which,
02:24according to their calculations, could at least weaken our country.
02:28In order to just let two fraternal Slavic peoples reconcile, our African and Asian colleagues
02:40remember this perverted logic of former colonizers, acting within the framework of the divide
02:45and rule formula.
02:49But it is difficult to understand what the Ukrainians were thinking at that moment.
02:55As a result, Ukraine began to be furiously pumped with Western weapons, primarily old
03:00Soviet ones, which still had to be disposed of one way or another.
03:06But the Kiev regime also received fairly modern Western equipment, tanks, armored personnel
03:11carriers, artillery mounts, air defense systems, MLRS, and most importantly, ammunition and
03:17long-range missiles.
03:20According to data available on the Internet, as of February 2024, the total volume of Western
03:25aid to Ukraine amounted to 243 billion euros.
03:31For some time now, Western countries have been hiding data on the volume of military
03:36aid to Ukraine.
03:38But as of the end of 2023, the total volume of military aid from NATO countries amounted
03:43to 98 billion euros, from the European Union β 27 billion euros, that is, a total of
03:50billion euros, which is more than half of all funds allocated to Ukraine.
03:55As we all remember, in the first half of 2024, the United States, with great difficulty,
04:01allocated a new package of military aid to the Kiev regime, in the amount of $61 billion.
04:08Taking into account smaller handouts from ordinary NATO members, we can confidently
04:12say that in 2024, the total volume of military aid from the West to the Zelensky regime amounted
04:18to approximately 200 billion euros.
04:21I am talking about this in such detail so that our colleagues from the countries of
04:25the Global South can better feel this figure.
04:29We have already said once that the total need of all humanitarian agencies in 2023 was $56.7
04:39billion, that is, four times less, and it was financed at 38.3%.
04:48I am not even talking about the fact that the United States, being the largest contributor
04:52to the UN budget, still cannot pay some paltry $1 billion compared to this amount, which
04:57provokes a liquidity crisis in our organization.
05:02It is clear that aid to Ukraine, primarily military aid, is also a source of profit for
05:07Western arms companies.
05:10The American leaders themselves, as we all remember, convinced Congress to approve the
05:15latest aid package using arguments that it is in fact a profitable business program,
05:19which additionally leads to the creation of a large number of jobs in the United States.
05:27As for the Kiev regime itself, at least after the failed counteroffensive in 2023, which
05:33we all remember, it has completely lost its weapons, and now it is entirely dependent
05:39on Western handouts.
05:42Western weapons are still coming.
05:45Although Ukraine has now become something like a suitcase without a handle for the West.
05:50The United States and its satellites are not yet ready to abandon it.
05:56And so we come to the main conclusion, without pumping Western weapons, Ukraine would have
06:00stopped fighting long ago.
06:02This has been acknowledged by many Western politicians, including Mr. Boral from the
06:06Blooming Garden.
06:11And since the destruction of Ukraine as a state was not included in the goals of our
06:14special operation, then without the supply of weapons the senseless meat grinder into,
06:19which the expired Ukrainian president, in order to preserve his own power and to please
06:23Western geopolitical interests, throws new hundreds of thousands of his fellow citizens,
06:28who are trying with all their might to avoid being sent to the front, would have stopped.
06:40The fact that Ukrainians do not want to fight becomes absolutely clear even from Ukrainian
06:45news resources.
06:47They catch men on the streets and throw them to the front lines with virtually no training,
06:51to certain death.
06:52Therefore, it is not surprising that desertion in the Ukrainian army has reached unimaginable
06:58proportions.
06:59Since the beginning of the special operation in Ukraine, over 63,000 court cases have been
07:04opened in such cases.
07:06In the first six months of 2024 alone, according to the Office of the Prosecutor General of
07:11Ukraine, almost 30,000 criminal cases were opened, which is 3 times more than in 2022.
07:18Experts believe that the real statistics are 2-3 times higher.
07:22Therefore, colleagues, do not let yourself be deceived.
07:26The bloody Ukrainian leader today can force his people to fight only by force and coercion,
07:31and only thanks to the supply of Western weapons, Western intelligence, Western instructors
07:36and mercenaries.
07:38Therefore, the topic of our meeting today is so important and relevant.
07:45Mr. Chairman.
07:47Of course.
07:48Today we will hear from Western colleagues many ritual and hackneyed spells about the
07:52determination to support Ukraine as long as they need.
07:56This is about the fact that it is allegedly fighting for its survival and that it is allegedly
08:02a victim of aggression.
08:04But there is one nuance.
08:05In August, the head of the Ukrainian junta made a fatal mistake by moving his troops
08:10across the border into a peaceful Russian region.
08:13And, as I said the day before yesterday.
08:18The world saw footage of Ukrainian militants with Nazi symbols, robbing and looting, taking
08:23hostages and shooting women, children and old people.
08:29This image turned out to be so far from the image of an innocent victim of someone's aggression,
08:33which the United States and its satellites so diligently molded from Ukraine, that they
08:37tried to disown Zelensky's Kursk adventure as quickly as possible.
08:44But the facts stubbornly say otherwise, gentlemen.
08:48You are up to your ears in this very adventure.
08:50Without your help and without your weapons.
08:53The Ukrainian leader would not have dared to do this.
09:01And so the director of the National Geospatial Intelligence Agency of the United States Frank
09:05Whitworth admitted on August 28 that the Ukrainians are using satellite images supplied to them
09:11in the attack on the Kursk region.
09:16And since, as we remember, the Ukrainians themselves can do little, the Kursk adventure
09:21occurred due to the large-scale participation of Western mercenaries.
09:30They don't even hide it.
09:33This was directly announced on social media by the American PMC Forward Observation Group.
09:40Incidentally, there are also photos posted there of the combat position of the mortar
09:45crew of this group, located on a children's playground.
09:51This is how the norms of international humanitarian law, which they recently went to Geneva to
09:55discuss, are grossly violated before the eyes of our Western colleagues.
10:02In order to achieve their goals, our Western hypocrites are already shunning almost nothing.
10:10For example, on August 12, a Rosetti recovery team came under fire in the Kursk region with
10:16shells containing chemical weapons, which are typical for the weapons of the US and
10:20German armies.
10:22Strikes with chemical munitions were also carried out on some Russian military units
10:26on August 21.
10:29Especially for this, military units of the 74th Separate Regiment of Radiochemical Protection
10:34of Ukraine were redeployed to the Kursk region.
10:40But all this is happening with the knowledge of Washington, London and Brussels.
10:46This is indicated by the found manuals, with the help of, which they prepare Ukrainian
10:51soldiers for the use of chemical munitions using Western-made artillery systems.
11:00In addition, Kyiv received about 500 tons of triethanolamine, used to create the toxic
11:06substance nitrogen mustard gas.
11:10I would like to remind you in this regard that Western moralists have long been sending
11:15shells with depleted uranium and cluster munitions to Ukraine.
11:20Incidentally, information has recently appeared about how the United States is importing cluster
11:26munitions to Ukraine.
11:28This is happening through Germany, where they are stored, in particular, in the city of
11:32Miasa.
11:35At the same time, Germany, as is known, publicly opposes the transfer of such munitions to
11:40Kyiv, and it is a party to an international treaty that prohibits this type of weapons.
11:45Dear colleagues, I spoke in detail about the consequences of Zelensky's Kursk adventure
11:51yesterday.
11:52I will not dwell on this in detail today.
11:56Abrams, Leopards, Hamers and ATACMS are burning.
12:06The Russian army is rapidly liberating new regions of Donbass.
12:13And yesterday Ukraine lost its first F-16 fighter jet that was delivered to it.
12:24What can the rapidly collapsing Kyiv regime do in these conditions?
12:30Only one thing β involve NATO led by the United States in a direct confrontation with
12:34Russia.
12:39Kyiv simply has no other plan B. The easiest way to do this is to stage a large-scale provocation,
12:46like Butcha, and blame Russia for it.
12:52In this regard, we recently warned about the provocation being prepared by the Kyiv
12:56regime with a so-called dirty nuclear bomb.
13:01But this is a troublesome and very difficult matter.
13:04And it is quite difficult to carry it out without Western overlords, so there is another
13:09option β to obtain permission to strike deep into Russian territory with Western missiles.
13:17So far, Washington and most other capitals have refrained from this, fully understanding
13:22that this is fraught with a large-scale escalation that goes far beyond the borders of Ukraine.
13:31With all the consequences that follow from a conflict with a nuclear power, but Zelensky
13:35is not letting up.
13:39According to some reports, the head of the Ukrainian presidential office, Andriy Ermak,
13:44and Defense Minister Rustam Yumarov are currently in the United States, meeting with representatives
13:48of the U.S. administration, trying to convince the U.S. to lift restrictions on long-range
13:53American weapons strikes deep into Russian territory.
13:56Colleagues, this is roughly how the current situation looks.
14:01The Ukrainian leader clearly chose escalation over peace by attacking the Kursk region.
14:07The question remains open whether the U.S. and its allies will choose escalation for
14:11the sake of the Ukrainian suitcase without a handle.
14:15Or will they still have enough common sense not to cross this line?
14:20By the way, much here will depend on the countries of the Global South, which are increasingly
14:24demanding peace and which were deceived by the head of the Kiv regime, unleashing an
14:29attack on the Kursk region.
14:33I would like to believe that we will hear your assessments on this matter, including
14:37today in this hall.
14:38Dear colleagues, In conclusion, I would like to draw attention
14:43to another topic related to Ukraine.
14:48On August 20, the Verkhovna Rada of Ukraine adopted a bill allowing a judicial ban on
14:54the activities of any religious communities on the territory of Ukraine if they are allegedly
14:59affiliated with any religious organizations in Russia.
15:04A conclusion of a religious expert examination, which can be easily falsified in the context
15:10of a witch hunt, will be sufficient for the court to make a corresponding decision.
15:16They do not even hide the fact that this document is aimed directly against a Ukrainian Orthodox
15:21Church.
15:24Its goal is to liquidate it and all its communities, or to forcibly transfer them to other religious
15:28organizations.
15:33Hundreds of monasteries, millions of Orthodox believers in Ukraine risk finding themselves
15:37outside the legal field, losing their property and place of prayer.
15:41The adopted bill is incompatible not only with the constitution of Ukraine itself, but
15:46also with the idea of ββthe rule of law.
15:50In essence, it is a political declaration aimed at legalizing the destruction of the
15:56religious community of the majority of people.
16:01This unprecedented anti-democratic decision was condemned even by the Pope, who cannot
16:05be suspected of pro-Russian sentiments.
16:13The law identifies criteria that make it possible to identify a group of people associated with
16:19the Ukrainian Orthodox Church and to purposefully carry out political repression against them.
16:27All this is already accompanied by flagrant harassment of the clergy and believers, threats
16:32and blackmail, violence, and mass beatings.
16:40Dozens of fabricated criminal cases and unjust sentences on political grounds have been opened.
16:47A number of archpastors and pastors of the Ukrainian Orthodox Church are under arrest,
16:55detained, or have received unfair sentences.
16:58We have repeatedly spoken about this in the Security Council Chamber.
17:05This helped to stop the repression.
17:08But the lack of a proper reaction to this sacrilege in the West encouraged the Ukrainian
17:12leader and he returned to his plans.
17:16We have no doubt that stopping the massacre being prepared in Ukraine, which is quite
17:22capable of complicating the already difficult Ukrainian crisis and opening another chapter
17:27of bloody internal confrontation in this country, is the moral duty of every person, regardless
17:32of his faith.
17:35It is important that he at least believes in something.
17:39It is obvious that the leaders of the Kiev regime do not meet this requirement, and greed
17:44and servility to the West, together with cave-like Russophobia, have completely clouded their
17:49minds.
17:50That in these conditions those of our colleagues in whose hearts and minds faith is still alive,
17:54will take a principled position and will not allow this madness to occur.
